The prediction of incident durations can facilitate incident management and support traveler decisions. This paper develops a procedure for predicting incident durations. First, the causal and non-causal factors which influence incident durations are conceptualized. These include operational characteristics such as response times and whether a heavy wrecker was used, incident characteristics such as injuries and number of vehicles involved and environmental conditions such as weather and visibility. Specific hypotheses are tested by developing truncated regression models of incident duration using data provided by the Illinois Department of Transportation (IDOT) on Chicago area freeways. Then, a time sequential methodology is developed to predict the incident durations as information about the incident is acquired in a Traffic Operations Center or TOC. Initially, after an incident is detected, information at a TOC is often acquired at a high rate, then information acquisition levels off and toward the end of an incident the acquired information may decay. Accordingly, the incident duration models grow in terms of their explanatory variables at first, then they are sustained during the middle stages and begin shrinking toward the end when information starts decaying. Finally, the implications of this prediction methodology are discussed.

We present a methodology for congestion abatement in ITS. It is based on the centralized management of route allocation to individual vehicles, aimed at minimizing the contention for the use of roadway facilities and the resulting congestion. The underlying principle is that of treating a system as a Store-and-Forward system, in which the use of roadways is allocated to individual traffic units in a way that minimizes the overall delay to the users of the system. Individual vehicles are given the opportunity to use Service Channels assigned by a Traffic Management Center (TMC). The Service Channels provide the best routes to individual travelers consistent with the goal of global system optimization. A discussion is given of the possible evolution from early deployment of ITS when only a few vehicles Will be equipped with ITS instrumentation, to the days of full IVHS deployment.

This paper presents a summary of the available measurement information on the level and statistical characteristics of the background natural and man-made noise likely in high way and other high traffic density locations. The frequency ranges of around 100 MHz and 0.9 to 3 GHz are covered since these frequency ranges are those of current interest for “intelligent highway” telecommunication systems. The highway noise environment in these frequency ranges is due primarily to automotive ignition systems (and power lines at 100 MHz). The noise is non-Gaussian in character.
