Affordable housing is a serious problem in many American cities. This paper discusses some of the findings of a 1989 housing linkage study that was intended to provide policy options to Florida local governments. The study examined 15 linkage programs in US cities. The issues of community characteristics as they relate to linkage programs and essential ingredients for successful programs are considered. Economic and legal impacts are outlined and important court decisions are citied.

The Defferre law of March 2, 1982, began a dramatic reform of intergovernmental relations in France which promised to have significant consequences at all levels of government. This paper presents a qualitative analysis of officials' reactions and adaptations to changes in the rules of the intergovernmental game as well as a quantitative analysis of the reform's financial implications for local governments in the 1980s.

This paper reports the results of citizen contacting in a large, urban county in Florida‐Hillsborough County. Three surveys, conducted in 1989, studied the differences among three types of residents: those living in incorporated areas, those living in unincorporated areas, and those living in unincorporatd areas with urban characteristics. The results indicate that important differences exist between residents in their propensity to contact county officials. ABSTRACT:Counties are assuming more important responsibilities as urban governments and they are increasingly becoming objects of study for urban researchers. This article argues that some recent studies have not recognized that counties are different from cities as research units. Theories and research methods applied to cities often need modification before they can be transferred to the study of counties. This article offers several observations on researching counties, taking into account their relationship to state government and their unique roles as localities.

ABSTRACT:This article examines political regimes in Tampa and Hillsborough County during the post‐World War II period. A privatist‐corporate regime characterized Tampa's politics and policy until the late 1980s. A more pluralistic regime took hold during the administration of Mayor Sandy Freedman. The County's politics moved from a caretaker to a privatist‐corporate regime during the 1980s. This regime was soon challenged by civic and environmental groups and a growth management regime is now becoming dominant. ABSTRACT:During the 1980s, urban scholars detected a tendency in certain US cities, called progressive, to make investment in housing and office space construction socially accountable. This paper compares five progressive cities to three booster cities which continue to promote unlimited growth. It employs cultural analysis to interpret these exceptions to the logic of growth politics. It is argued that the diffusion of higher education, changing gender roles, the replacement of traditional religious faith with secular or non‐Western beliefs, the growth of nontraditional household arrangements, and the rising importance of human services employment combine to generate countercultural enclaves in urban areas. These adversarial subcultures reject the dominant culture's emphasis on growth promotion in favor of more socially responsible policy outcomes. Under certain other conditions, such as a strong, diversified regional economy, culturally innovative cities may successfully implement a progressive policy agenda. By comparison, booster cities such as Las Vegas and Phoenix display high levels of cultural traditionalism even in comparison to much smaller urban areas. ABSTRACT:Wilmington, Delaware, has undergone economic transformation in the past decade. Although the city has no formal growth policy, zoning inherently operates to promote or limit growth. This paper explores how community attitudes toward growth are reflected in zoning decisions and seeks to determine whether neighborhood organizations are effective in influencing them. The disposition of zoning applications between 1962 and 1989 was analyzed to determine how progrowth and no‐growth sentiments affected the zoning process, particularly when neighborhood organizations were involved. The findings suggest that opposition to upzoning may be effective in challenging growth.
