ABSTRACT:Distributive justice in cities has suffered from the inability of local governments to control productive resources, especially land. Contrary to Paul Peterson's argument, cities are not acting on their “corporate interests” when they favor development because, historically, the legal status of cities has diminished their corporate powers in favor of private property rights. Recent court cases reflect judicial ambivalence about local control of land. While the Supreme Court has criticized far‐reaching land regulations, many innovative policies aimed at increasing commercial landowners' obligations to the community have gained doctrinal approval. Local governments may be able to exploit these legal openings to challenge the immutable unitary conception of property that makes cities dependent on private investment decisions. In short, local officials need to argue in court for public property rights. ABSTRACT:This study examines how local leaders in Boulder, Colorado, perceive the linkages among environmental quality, economic development, and social policy issues. The objective is to identify the extent to which declining resources create perceptions of a zero‐sum situation forcing policy trade offs and the bases for potentially reframing these issues as a positive‐sum agenda. The study utilized Q methodology and cluster analysis to identify different dimensions in participant viewpoints. The most notable finding is that there are more points of consensus than of conflict among leaders. These patterns appear relatively stable over time, but the introduction of social program issues fragments existing community coalitions. ABSTRACT:Cities and states are searching for responses to the demands of urban growth which will allow growth to continue while diminishing the associated problems. The broad policy choices center on the need to continue private development efficiency through the free market and the need to protect the public interest equity through public regulatory protection. Growth politics is a politicized arena, reflecting the biases exhibited within local government. While the growth machine and antigrowth coalition contribute to growth politics, this is not the only plausible scenario. Local government may act as a conservative growth facilitator in the traditional growth politics explanation, but local government can also seek to manage growth using some of the same political machinations. One alternative is for state government to assist local government to balance economic and political rationality through mandated state growth standards. This can be accomplished by using a policy vehicle such as comprehensive planning. In this way, government moves beyond the growth machine scenario and local government may act as a growth manager. Intergovernmental policy support can be an important political force in shaping growth politics.

ABSTRACT:This article examines the relationship between black and Hispanic political representation in local government and the economic development policy approaches pursued by city administrations. It asks whether the administrations of black and Hispanic mayors are more likely than other administrations to follow policy approaches that address the interests of minority residents. In each aspect of development policy examined, the results indicate that administrations of minority mayors are no more likely than other administrations to promote the interests of minority constituents.

ABSTRACT:There is growing recognition among mayors and other local officials of the need for programs such as tax abatements and government financed below market rate loans to stimulate new middle income housing production. Unfortunately, data are lacking about the potential demand for such programs among middle income buyers. To address this gap in the literature, stepwise multiple regression analysis was applied to a mailed questionnaire sample of 2,276 recent homebuyers in Hamilton County (Cincinnati), Ohio, to determine the level and nature of interest in tax abatements and government financed below market rate loans.Nearly half the respondents said they would have considered comparable housing in another locality had it offered one of the two incentives. As predicted, those who were interested tended to be in the early stages of the family mobility cycle. In addition, blacks and intermetropolitan relocatees tended to be interested. The implications of these findings for efforts to stimulate new housing production in central cities are discussed.

ABSTRACT:Current economic, organizational, and political forces are presenting urban governments in Britain and the United States of America with new challenges. This article, which draws on current British experience, offers a conceptual framework for understanding emerging trends. Three competing change strategies are examined: the radical right strategy of cutting public expenditure and promoting privitization; the reform of public service conceived as a management strategy for improving the responsiveness of services to the needs of consumers, and the reform of public service conceived as a strategy for empowering the consumer and the citizen in order to strengthen local democracy.
