ABSTRACT:This article examines the performance of large urban economies and addresses the question of what accounts for differences in economic performance among these areas. Areas are divided into good and poor performance on the basis of change in unemployment rate and rate of change of total employment between 1970 and 1980. Good performers are then compared to poor performers with respect to a series of characteristics: region, population size, industrial structure, sectoral performance, skill level and factor costs. In addition, a multivariate analysis permits generalizations about the relative importance of the various characteristics on each of the performance variables. Finally, the implications of the findings for economic development policy are discussed In particular, the results suggest that increasing labor force skills levels through improved education and training should be given a much higher priority as an economic development strategy.

ABSTRACT:This article sketches the key dimensions of the pattern of politics which characterized the Urban Development Action Grant (UDAG) program during the Carter presidency and compares and contrasts that with the pattern which has emerged during the Reagan years. The article suggests strongly that Reagan policy initiatives have quickened a shift in the politics of the program away from an emphasis on targeting to defined need toward a more distributional focus. The article highlights some of the reasons for that shift, analyzes the vehicle by which it has been accomplished, and traces its implications for administrative implementation of the program.

ABSTRACT:Stimulated by the 1970 and especially the 1980 census, numerous writers have delineated the movement to suburbs and to the sunbelt of people and businesses. They have noted the deleterious consequences of that shift for the depleted central cities, especially in the frostbelt, and rarefy argue that the trend will change. This article examines the various types of efforts made by cities to improve their futures. It discusses the wide range of recent successes of one frostbelt city, Oshkosh, Wisconsin, suggests causes of those achievements, and weighs the degree to which it might serve as a model The article argues that 1980 may come to be recognized not as the beginning of the end for older cities but as the high‐water mark against which a countermovement might be measure

ABSTRACT:Current federal policies have favored the resource needs of the elderly over the needs of child rearing families and children. Yet, federal policies are only part of the story. Can healthy intergenerational communities become a reality ? Is it possible for municipalities to help restore some balance in meeting the resource needs of the young and the old? The purpose of this article is to evaluate municipal land use, planning and zoning policies and the roles they play in meeting the needs of children and the elderly in contemporary American communities. Data collected in a nationwide zoning survey will be used to support the argument that communities are doing little to respond to the changing needs of child rearing and elderly families. The article concludes with a discussion of change strategies that could help make healthy intergenerational communities a reality.
