摘要:
Racial integration on a neighborhood scale is a relatively new phenomenon in southern cities. The experience of the Colonial Place neighborhood in Norfolk, Virginia, since the middle 1960s provides evidence for testing generalizations about the factors required for stable racial integration. The paper suggests that the characteristics of racial relations in the South may allow socioeconomic heterogeneity to be compatible with racial integration. It also suggests that the increasing availability of procedures and programs for community planning and community conservation provide effective tools which neighborhood organizations can adapt to the goal of racial integration.

Crime is one of the most pressing problems facing America's largest cities. With one‐fifth of the nation's population, the largest cities account for forty‐seven percent of serious violent offenses. In some states over half of statewide criminal violence occurs in one or two cities. The problem, however, extends far beyond actual victimization, by creating an environment of fear which threatens economic and social life and entourages disinvestment and flight.Cities present widely differing crime profiles, reflecting variations in both the character and intensity of criminal activity. Newer, growing cities generally have lower violent crime rates than older, declining cities, although criminal violence is stabilizing or declining in a number of historically high crime centers.Policy initiatives are hampered by crime's concentration in older, less affluent neighborhoods of central cities and its intraracial character. Demographic and economic trends portend a diminution of violent crime, but not necessarily of criminality. Any lessening of violence and fear, however, enhances the prospects of big city revitalizat

Past studies have attempted to identify the correlates of citizen response to proposals for governmental integration. The inconsistency of the findings of such research indicates the need to formulate a general conceptual model in order to assess the interrelationships among the variables previously considered and to estimate the adequacy of current efforts in order to explain response to governmental integration proposals. Such a general model is formulated and tested using survey data. The inadequacy of the general model used in explaining citizen responses to a proposed type of governmental integration, city‐county consolidation, by respondents living in unincorporated areas adjacent to the City of Atlanta, suggests the need for development and inclusion of explanatory variables designed to represent contextual variations specific to a particular metropolitan settin

The evaluation of a Federally funded housing rehabilitation program in Harrisburg, Pennsylvania, is used to illustrate the usefulness of low effort, formative program evaluation as a valuable tool for small and medium‐size cities. The article sets out the analytical framework as defined by the program design and the concern for evaluating the effectiveness of the programs and alternatives for increasing its impact. The evaluation uses both primary and secondary data sources in examining program performance and relies on basic statistical analysis which are well within the capabilities of most cities' planning agencie

摘要:
It is important that students of urban life develop an understanding of the dynamics by which community associations influence the quality and quantity of public services available in their neighborhoods. Employing collective goods theory to analyze the activities of neighborhood organizations suggests that their efforts to influence public services may usefully be conceptualized in terms of three primary roles. Community associations act as consumers' cooperatives seeking to secure public services from other organizations, as alternative producers of desired services, and as organizers of citizens' coproductive efforts whereby service levels are determined through the joint efforts of neighborhood residents and public service personnel. The three roles differ significantly in the effectiveness and efficiency with which citizens can employ them to secure services, and require different resources from the community associations. The design of governmental arrangements for service delivery are closely related to the availability and effectiveness of the three strategies and must be considered as part of any effort to enhance citizens', role in public service delivery.
