AbstractTwenty years ago, the science of science was new as was the Science of Science Foundation. A generalized body of knowledge was being sought about science in its historical, philosophical, social and technological aspects.The climate was right for a science of science to exist — contemporary science had sufficient volume and variety to allow statistical examinations: there was a body of case histories: science was carried out in different cultural environments: and science was in an exciting state of change.The science of science is involved in the political and economic framework of research and development decision-making which should help to define the correct ratio between basic and applied research.

AbstractNuclear arms negotiations no longer give us the expectation of any stepping back from the peril under which we live. They are a charade designed to allay public fear while the military power holds civilians, politicians and scientists captive.The belief that government is subject to the democratic process is no longer valid.To maintain this military power a plausible enemy is required and a high degree of tension. We have to accept the current role of military power, we must reduce the tension and hostility serving that power and finally have effective arms control.

AbstractIn 1984, the OECD published the results of the Greek science policy review. Expenditure on S&T has fallen behind target, while forecasting, co-ordination and feedback have to be improved.Whilst most of the OECD recommendations have been attempted, the administration has to take additional measures for enhancing public understanding of S&T.There is a clear need for continuity and a long term strategy in science policy. The Greek administration must create a reliable mechanism able to solve the accumulated problems.

AbstractIt is important for Ghana to advance by using appropriate technologies. These may be imported foreign technologies but must be adapted to the Ghanaian socio-economic climate. Local, indigenous efforts must also be encouraged: this would lessen the effects of dramatic changes in the exchange rates on the world money market.Intermediate technology is considered to be the most appropriate, providing opportunities for training and education, and avoiding the problems of importing advanced technology which the labour force does not understand. Through appropriate technology will develop an appropriate economic system.

AbstractThis paper touches on a variety of issues related to the S&T information field in India and examines them in the light of the objectives and aspirations of the Seventh Five Year Plan (1985–90).Various elements of an information policy have evolved according to the needs of the scientific community and they have an inter-woven growth with Science and Technology. A separate S&T information policy does not exist, but the trends are clear and the goals well defined.

AbstractThere are many threats to human survival both internal (man-made weapons, over-population, destruction of resources, pollution and genetic breakdown) and external (meteors, changes in the Sun and contact with other intelligence.)The politics of survival is a series of practical programmes with the object of guaranteeing (as far as possible) the survival of mankind against all foreseeable dangers: an objective which could be met within 300 years. Extensive development of extraterrestrial resources will be required and two practical programmes are suggested: the first, starting in the late 1980s, an international effort to free the world from hunger within the next 20 years; the second, starting in the late 1990s, to remove all major raw materials gathering and industry from the Earth's surface by the end of the following century.
