ABSTRACT:At a time when productive water resources research is essential to protecting the quality of and wisely using our limited water resources, pervasive trends toward consumerism, fiscal restraint, centralized management, and using research for other social objectives threaten research productivity. The research prioritization and management structure that these trends have created was examined in the microcosm of its application at the Utah Water Research Laboratory. The result indicated that ephemeral prioritization and the failure of research users to target researchers to their own particular needs is diluting productivity. Incremental research prioritization and greater use of advisory councils in facilitating user‐researcher interaction are suggested as corrective approaches, but the only firm conclusion at this point in time must be that empirical studies of the performance of alternatives in research management structure are solely neede

ABSTRACT:In this study a set of equations was developed which can be used to separate the time varying effects from observed dissolved oxygen (DO) data. A steady state DO profile thus derived allows a reasonable stream stimulation such that both the model and the data used in its formulation do not contain DO due to biological activities. Biological DO production and consumption are complex phenomena. By excluding these highly variable processes, this method simplifies stream DO modeling considerably. The net oxygen input due to these processes exist only part of the day, but, in the stream waste assimilative capacity analysiis and waste load allocation, one would focus his attention on critical condition. Hence, unless the change of stream ecology is the main concern, it is desirable to formulate a stream water quality model without this time varying term.

ABSTRACT:The control of nutrient loading into a water body is approached from a multiobjective viewpoint. The example of phosphorus (P) loading into Lake Balaton, Hungary, is used as a case study. The element P is chosen because it appears to be the limiting factor of eutrophication in the lake considered, as in many other lakes. About one‐half of P loading originates from nonpoint sources; furthermore, the mechanism is poorly known and only few observation data are available. The objective of eutrophication control is to minimize P loading, while the objective of watershed management is to maximize agricultural revenue. These two objectives often appear to be in conflict. A discrete set of alternative control methods is defined, consisting in controlling a mix of the following elements: point sources, runoff, fertilizer type and application, cropping management, erosion, and sedimentation. The system dynamics is provided by a previously developed stochastic model, whose output is an empirical prohability density function (pdf) of P‐loading reflecting the control policy. ABSTRACT:The Mancos Shale area of the Upper Colorado River basin produces large quantities of solutes. In order to develop an understanding of the mechanism of salt production and to determine the source of salinity, a study of the soluble mineral content (SMC) of Mancos Shale and associated alluvium was undertaken. SMC is highly variable in alluvium and associated surficial Mancos Shale. However, lithomorphological units can be identified in terms of their SMC. Results from this study demonstrate that crusts are leached in deep alluvial fills and they contain somewhat less soluble minerals than underlying Mancos Shale on hillslopes. The crusts are saline, sometimes efflorescent, in shale bedrock channels or where channels abutt against the shale. SMC increases in alluvium with decrease in depth of alluvial fill, does not vary significantly with depth in deep of alluvial fills, and increases with depth in shallow ones.

ABSTRACT:Assessment of normality of hydrological data has been based upon subjective judgments. ABSTRACT:Numerical simulation of ground water solute transport is combined with linear programming to optimize waste disposal. A discretized form of the equation governing solute transport is included as a set of constraints in a linear program. Two problems are described. First, the management model is used to maximize ground water waste disposal. The model constrains disposal activities so that the quality of local ground water supplies is protected. Parametric programming is shown to be important in evaluating waste disposal tradeoffs at the various facilities. Changes in the velocity field induced by waste water injection cause a nonlinearity in the solute transport equation which is dealt with by employing an iterative procedure. The second problem is aimed at identifying all sites which are suitable for waste disposal in the subsurface. The management model is manipulated so that the optimal value of the dual variables are “unit source impact indicators.” This physical interpretation is valuable in identifying feasible disposal sites. ABSTRACT:A framework for sensitivity and error analysis in mathematical modeling is described and demonstrated. The Lake Eutrophication Analysis Procedure (LEAP) consists of a series of linked models which predict lake water quality conditions as a function of watershed land use, hydrolgic variables, and morphometric variables. Specification of input variables as distributions (means and standard errors) and use of first‐order error analysis techniques permits estimation of output variable means, standard errors, and confidence ranges. Predicted distributions compare favorably with those estimated using Monte‐Carlo simulation. The framework is demonstrated by applying it to data from Lake Morey, Vermont. While possible biases exist in the models calibrated for this application, prediction variances, attributed chiefly to model error, are comparable to the observed year‐to‐year variance in water quality, as measured by spring phosphorus concentration, hypolimnetic oxygen depletion rate, summer chlorophyll‐a, and summer transparency in this lake. ABSTRACT:Variation among Carlson's three TSI values is unsettling to both the public and the scientific communities. Currently, there is no systematic way to account for differences in the three TSI values. Either (or both) of two mechanisms are proposed to account for differing TSI values on a regional basis. The first mechanism simply transforms the Secchi disk and phosphorus information to conform to their respective regional relationship with chlorophyll. The second mechanism uses the three TSI values to identify modifying processes in a lake and may indicate which TSI value (or combination of values) best reflects a lake's trophic condition. The format that is being proposed using information collected from 60 lakes in the Twin Cities (Minnesota) Metropolitan Area can be applied to other regional situations.
