AbstractCommunity control of social agencies already exists. The question is who from the community is to be in control. Human services agency managers are in the middle between those now in control who sponsor and fund their agencies, on the one hand, and those who are the recipients of their services, on the other. The consumer control movement proposes a radical shift in the equilibrium of power — from community patron‐sponsors to community consumer‐recipients. Few agency directors identify with disadvantaged groups. Moreover, their agencies typically are part of a service delivery pattern that maintains social inequities, including institutional racism, which pervade the entire society. AbstractWhile agreeing in part with Nassi's (1978) radical position on the failure of community control to be meaningfully implemented by the mental health establishment, a complementary analysis is proposed as being more complete by virtue of integrating a variety of societal and individual perspectives. This analysis builds on transactional epistemology and a multi‐level model of service delivery, also bringing to bear developmental and social evolutionary theory. AbstractThis comment discusses Nassi's analysis in terms of culture conflict as discussed by Earl Johnson (1977). Johnson's analysis, which examines gemeinschaft to gesellschaft societal changes resulting from industrialization provides a wholistic, evolutionary view of changing modes of community control. It is concluded that Johnson's analysis offers a more radical perspective than Nassi's because it deals not merely with power and economic relations, but also with fundamental values which transcend generations and singular societies.

AbstractCommunity control has been criticized as being quixotic, reductionistic, and incompatible with the demands of an industrial society. Alternatively, liberal reformers seek to ameliorate the ills of the mental health system through existing political channels, enlightened administrators, and an informed public. Although heralded as a more balanced and therefore more comprehensive critique, the liberal analysis employs an equilibrium model which ultimately favors the conventional power structure. Despite the potential vulnerability of community control, less radical approaches ultimately guard rather than seriously dispute professional hegemony.

AbstractA survey was used to compare the attitudes of twelve Phoenix area mental health agencies regarding community control and participation in social action. A modified Likert scale provided attitude choices for survey items. The researcher computed mean scores for the twelve agencies for survey items. Each agency's attitudes are compared to the attitudes of the other eleven agencies considered as a group. No agency differed significantly from the other eleven on community control. One agency significantly differed from the other eleven regarding participation in social action.

AbstractAn analysis of values underlying the CMHC program was advanced. Three scenarios were offered to describe how federal policy might be formulated: (1) stop, (2) continue as originally planned, (3) continue based on local demand. Six value questions were posed to indicate which scenario would support that value position. Scenario 3 seemed clearly supportive of four value questions.
