Abstract.The policy sciences have been evolving as a discipline over the past thirty years, but the development has been less than clear, its directions somewhat uncertain. Still, the founding characteristics, as set forth by its early proponents, have remained relevant and relatively constant. The policy sciences have been defined by their multidisciplinary perspective, their problem‐oriented, contextual approach, and their treatment of normative standards. This paper reviews the development of the policy sciences in light of these three hallmarks and observes how each has experienced great variations. Finally, the paper suggests six emerging conditions which could have a significant effect on the future development and practice of the policy science

Abstract.This study is an attempt to explain redistributive policy changes in democratic political systems. The two major competing paradigms of such determinants are the ‘political environments matter’ hypothesis and the economic resources model. This study attempts to show that there is an interdependent orexchangerelationship between the choices of the policy makers and the policy takers, and that the periodic elections and the parties are important institutional mechanisms which make the exchange relationship possible. Several propositions about the conditions of policy change emerge from the assumptions about the behaviour of the policy makers and the policy takers. These propositions along with those emerging from the socio‐economic and the political factors are tested using data from 21 contemporary democratic regimes beteen 1952–1980. The two dependent variables in the model are expenditures on the direct transfers to the households, and revenue from the direct taxes. Multiple regression analyses are utilized in the statistical tests. These analyses confirm the contention that political exchange plays an important part as a determinant of policy outcomes. Abstract.Despite an extensive body of research on popularity function modelling there is little agreement about the magnitude and stability of effects. This is particularly true in the literature relating to Britain. The purpose of this paper is to specify and test a popularity function for Britain using the Box‐Jenkins transfer function model building strategy. The model is estimated for the thirty‐three year period between 1947 and 1980. This approach provides a particularly stringent test of causal links between the economy and political support. It demonstrates statistically significant links between unemployment, inflation and the devaluation of the currency, and the level of support for the incumbent party over the opposition party in the polls. However the links are not strong enough to provide an efficient forecasting model, and the effects are unstable over time. Abstract.Three strategies which may emerge out of politicians’ concepts of rationality (problems solving, agenda management, creation of consensus) are applied to one of the main features of Austrian politics, namely the differentation of policy sectors dominated either by political parties or interest groups. The Equal Treatment Act, which had been transferred from the corporatist arena to the arena of the party system, involved the rationalities of both political parties and interest groups. This paper analyses the ‘extended’ process of legislation of this law (including implementation). The empirical findings are then linked to the theoretical propositions about the rationalities of the respective political actors. Abstract.A rational choice model of voting behaviour suggested by Himmelweit et al. is put to an empirical test in the context of the 1983 West German general election. Compared to the traditional measure of party identification, an indicator based on multi‐attribute utility theory (MAUT) considerations fails to be as dominant as in the original British data. Abstract.Usually the aggregate over‐time relationship between economics and politics is empirically reduced to a simple one equation regression model which specifies political support as the dependent, and several economic indicators as independent variables. Here more comprehensive causal model is tested for West Germany. Economic aspirations, personal well‐being, fear of the direct effects of economic crisis and political demands are introduced as intervening causal structures between the state of the economy and political support. It is demonstrated that the strength of the relationship between the economy and political support is quite different in recession and boom periods, depending on the subjective importance of economic concerns and the degree of fear of losing one's job. As the analysis of four different economic periods reveals, the effects of inflation and unemployment on political support are strongest when these indicators have an upward tendency. Abstract.This paper examines voting preferences of Greeks during the 1981 general election, based on a public opinion survey. The sample (N = 598) includes three heterogeneous target groups (professionals, labourers and rurals) which represent a broad spectrum of the Greek society. It is hypothesized that Greece is undergoing social and political changes. These changes are measured with an empirical model constructed to employ three sets of indicators. The first set measured the degree and direction of influence on the 1981 conservative vote by objective conditions. The second set measured the degree and direction of the influence of subjective conditions on the same vote. The third set measured the degree and direction of influence of values and issues also on the same vote. The results indicate that both objective and subjective conditions were less important than values and issues. Thus, the influence of some objective factors (such as income or sex) on the conservative vote was either low or inverse. Similarly, the conservative influence of subjective factors (such as family and school) was weak. Instead, modern values and issues are becoming influential.

Abstract.Using data from the British Election Studies of 1974 and 1979, patterns of nonvoting among the British public are explored. Nonvoters are much like voters in specific issue opinions and in social class. They do not have a strong ideology or a markedly different attitudinal structure than their fellow citizens. Implications of this for British democracy are discussed.

Abstract.The French Communist Party pays particular attention to the writing and the recounting of its own history. Its militants consent often to an important training effort. The understanding of historical memory by the dimension which connects French Communism to ‘true socialism’, would prohibit reasoning which would have an objective of re‐instating the memory of French Communists as an element of a partisan identity, rather than the falsification of which the nature of history might have been the object. Maurice Halbwach's notion of ‘collective memory’ fits this project. Consequently, some elements of the party's historical memory, especially autobiographies of communist party leaders, are compared to the opinions or life experiences collected from militants. In this comparison between published memories and oral life stories, models and constant themes appear. But one must also insist on the discrepancies between interviews, and on the differences between life stories and published autobiographies.
