All too many students of international relations tend to dismiss postpositivist discourse, Richard Ashley writes, as “new wave,” “Parisian jargon,” and a “passing trend.” Yet, postpositivism is not entirely new wave, it is more than the sum parts of its jargon and its method, and it is proving to be other than a passing trend in international relations. Neither postpositivist nor assuredly modernist, this paper is an overview of the third debate in international relations and a call to engage and counter the postpositive challenge. It is an effort at mediation between the postpositivist discourse and the discipline of international relations, identifying common areas of interest and knowledge which may help to make this discourse less obscure and remote. The thesis advanced is similar to that of Pauline Rosenau who suggests that the immediate relevance of postpositivism for an understanding of international relations lies in its “substantive themes.” In fact, some postpositivist themes have parallels in both the classical and positivist discourses of internat

As more countries adopt democratic government, their foreign policies increasingly emphasize their democratic commitment. If democracies do not go to war against each other, and physical insecurity still threatens, displaying one's democracy, ormarketingit, is useful for demonstrating one's membership in, and commitment to the democratic community. In turn, marketing ultimately enhances a state's physical security. Marketing includes both substantive (deed) and rhetorical (verbal) dimensions. Theoretically, marketing may be better explained by international society perspectives rather than by classical realism. The experiences of the new state of Kyrgyzstan illustrate marketing and its potential rewards.

Is privatization related to municipal fiscal health? Are privatization levels higher in fiscally healthy or fiscally stressed cities? Where are cities that use large amounts of privatization located? In this inquiry the privatization levels of mid‐sized cities are explained by examining their fiscal and demographic characteristics. The findings suggest that cities with high privatization levels tend to be fiscally healthy and located in suburban areas. Using numerical indices, this study describes and analyzes the relationship between governors and attorneys general in regard to formal powers. An index of formal power for each office is presented and divided into high and low categories. In examining the relationship between the formal powers of the two offices, the fifty states fall into four patterns for the combinations of formal power. Each of the power combinations suggests either greater competition or cooperation between these two important constitutional officers. The relationship of the formal power of the two offices is one significant factor which has implications for the governor's leadership in the executive branch.

In his work, Democracy in America, Alexis de Tocqueville assigns to women the task he thinks most necessary in the preservation of a democratic regime: women nurture, educate, and impart to the young the virtues which maintain the moral standards and integrity of a particular society. This essay considers the limits of Tocqueville's analysis with respect to his observations concerning gender roles and civic participation and seeks to set forth reasons why women and men who are committed to the realization of certain democratic ideals cannot wholeheartedly embrace Tocqueville's particular form of liberalism.

This paper explores the political philosophy of the conservative thinker Peter Viereck, and the implications of his thought for understanding contemporary American conservatism. Viereck, a historian and Pulitzer prize‐winning poet was a leading figure in the post‐World War II resurgence of American conservatism, yet he fell into disrepute among many conserva‐tives who claimed he was more liberal than conservative. He is still a pariah among many conservatives. Viereck praised the New Deal, applauded Brown v. Board of Education and criticized conservatives such as William F. Buckley, Barry Goldwater and Russell Kirk. On the surface Viereck would appear to be a closet liberal, but a closer examination of his thought reveals him to be exactly what he claimed—a classical conservative. Using aggregate level data on U.S. business cycles, this article addresses the question of whether or not economic conditions may have impacted presidential elections during the sample. A simple regression model is employed, and the results indicate that downturns in the economy hurt the fortunes of incumbent presidents, or the candidate of their party, during the sample.

How do political parties develop policy preferences and how do they change them? By examining the strategic choices of four social democratic parties in Europe, this article contends that political parties serve diverse internal constituencies. Instead of analyzing political parties as goal‐oriented, rational organizations bent on winning votes or offices, the article views political parties as a vehicle for internal groups to promulgate their ideological and political preferences. Party strategy emerges from a tug‐of‐war between these internal constituencies and may often produce seemingly “irrational” results in terms of vote or office maximization. During the course of the last several decades a national trend of more contested, costly, and acrimonious judicial campaigns has emerged. In this regard, these contests have begun to take on the characteristics of races for high profile offices. During the 1980s North Carolina's elections for its court of appeals and supreme court followed these trends. The Republican Party in the state, prior to the 1980s, had generally not contested these races. However, over the course of the last decade Republicans suddenly began to challenge the Democrats for seats on the two appellate division courts, and to do so quite competitively. Just as suddenly, in 1992 there was a reversal of Republican strategy as they contested only four out of ten seats in the appellate division. This article analyzes the 1992 election cycle and its significance in relation to the aforementioned statewide and national trends.
