AbstractRealizing the benefits of environment, health, and safety (EHS) management systems requires more than just rewriting policies and procedures, EHS tasks and activities must be pushed out into all aspects of the organization. The success of this process necessitates an evolving role for EHS managers. For EHS managers, business integration involves the challenge of integrating environment, health, and safety awareness, responsibility, and action into multiple jobs and business processes, leveraging scarce resources to maximize value and minimize costs. Drawing on recent work in the fields of sociology and political science, this article presents conceptual tools for assisting EHS managers to plan and strategize the changing role of the EHS function. By assessing political opportunities, mobilizing structures, and framing processes, EHS managers can maximize the success of EHS programs, while adding value to companies' core operations.

AbstractIt is vital that federal managers consider new approaches for enhancing environmental protection while reducing redundancies and cost. Faced with increasing environmental issues, compliance requirements, competing resources, and tightened budget constraints, agencies must seek innovative approaches for doing more with less. The diverse array of confusing and sometimes inappropriate or conflicting regulatory requirements compounds compliance complexities and increases the need to seek resourceful solutions.At a time when NEPA is coming under closer congressional scrutiny, an integrated NEPA/EMS paradigm provides a key for increasing the effectiveness and uniformity of implementing NEPA at the early planning stage, while reducing cost, delays, and redundancies. Effectively integrated, NEPA satisfies one of the five, and perhaps most important, principles of an EMS‐environmental planning. NEPA's regulatory requirements not only are consistent with the objective of an EMS, but actually enhance the effectiveness of an EMS. An integrated approach provides the added benefit of increased environmental coordination and heightened communications that translates into further cost reduction and fewer delays. AbstractThis article suggests a set of metrics that may impact both profitability and environmental quality, capture and quantify eco‐efficiency costs and benefits, and help managers understand and focus on tangible, yet difficult‐to‐quantify benefits (such as improved morale, innovation, etc.). In order to do this, it will frame the issues pertinent to developing eco‐efficiency metrics; identify criteria for effective metrics to enable companies/consultants/etc. to discuss, evaluate, and select program metrics; outline the universe of possible metrics; suggest key metrics for a typical company; identify data quality, availability and other constraints; and suggest a methodology for incorporating environmental metrics into operating metrics.[Note: This article is not intended to provide a definitive overview of environmental metrics; rather, it proposes an operational framework for considering, selecting, and implementing metrics that are meaningful in both environmental and business terms. AbstractThe unprecedented population growth of recent years and the requisite economic activity to support that growth have heightened public awareness of the resultant environmental challenges we now face. Today it is widely acknowledged that we must change course to assure the same quality of life for future generations as has been experienced by those of the past. These changes in human behavior must occur in individuals, organizations, businesses, communities, and governments. The basis of this change will occur through education and leadership. Many initiatives have evolved to begin this movement toward sustainability, but the higher education sector, which prepares our leaders, has been slow to respond. The founders of one new initiative, BRIDGES, explore what needs to be done to drive this change, what is already being done, and how the BRIDGES program uses partnerships with these existing efforts to create a model of what higher education must offer in order to prepare effective leaders for tomorrow.

AbstractConditions of environmental pollution and degradation in Asia are among the worst in the world. Rapid economic growth and industrialization over the past half century have accelerated the pollution of air, water, and land resources in a region with the world's largest concentration of population. As the economics of Asia recover from financial crisis in the late 1990s, they will face a more serious environmental crisis in the early years of the 21st century. Remediation of soil and water contamination will become a stronger concern in the region, as the human health impacts become more visible and widespread. Although environmental remediation is only beginning to emerge in Asia as a solution to problems of natural resource degradation, the authors show how U.S. firms with experience in quality environmental management and biological remediation technologies will find new opportunities for exports and technology transfer. Environmental technology and services firms interested in Asia must understand both the opportunities for and barriers to operating in Asia.

AbstractFailure to resolve environmental concerns raised by the public can be costly for both public and private sector organizations. Designing effective community relations programs to address such issues requires an intimate understanding of the community and the stakeholders within it. The community assessment process provides insights into the reasons behind stakeholders' environmental concerns and how best to address them. Moreover, the assessment process can provide predictive information, so that managers can anticipate both the emergence of environmental concerns and the likely response patterns of stakeholders.The assessment process, which makes use of both qualitative information and quantitative data, tracks closely with the methodology used in industry analyses conducted by corporate strategic planners. Regrettably, many of the companies that have excellent skills in industry analysis fail to use their expertise to address environmental concerns involving their own plants. This article seeks to aid the reader in understanding how basic analytical skills can be used to understand and effectively address environmental concerns at the community level.

AbstractChemical mishaps, in some cases leading to fires and explosions, may pose a threat to workers in the manufacturing industry, the general public, and to the environment in general. In response to this concern, the New Jersey Technical Assistance Program (NJTAP) for Industrial Pollution Prevention, in conjunction with the Chemical Industry Council and the Responsible Care® Initiative, has launched a new program called ECO¯·PA, an Ecological Opportunity Assessment for Process Safety and Risk Management. Environmental and safety regulations have become more complex, and since small businesses typically have fewer resources available to interpret these regulations, they may have trouble complying despite their good faith efforts. In this new article, EIS reports on the environmental performance, policies, and expenditures of the largest companies in the paper industry, focusing on toxic waste management, and a variety of key policy and expenditure issues. It is important to note that the following article does not contain data on hazardous waste management, penalties, spills, and Superfund sites. This, as well as additional policy and expenditure data, can be obtained from EIS. EIS reports help companies of all sizes benchmark their environmental performance and quality improvement efforts.

AbstractThe Internet holds vast stores of information pertaining to pollution prevention and environmental issues, and with each day more is added. Yet, as this storehouse grows, the difficulty of finding specific information increases. This article details how EnviroDaemon was built to ease the task of finding this information and knowledge base. It automatically builds and updates a catalog of objects at pre‐selected Internet sites that are related to pollution prevention. Users search for information by submitting keywords. Searches can be restricted to small subsets of the indexed sites by choosing one of five search criteria, or the entire catalog can be searched. The results are returned rapidly and are embedded in several lines of text to provide context. If the text looks promising, the user can click on a hyperlink to access the full article.Since its release in March, EnviroDaemon has seen increasing use, especially following its demonstration at the National Pollution Prevention Roundtable Conference. The authors also discuss the process of building this search engine to show interested readers how to create other environmental custom search engine
