AbstractThis article examines current trends in developing NHS health pro motion policies in relation to the World Health Organization 'Health for All' principles of redressing inequalities, community participation and intersectional collaboration. It is suggested that, in the main, burgeoning district health promotion strategies do not depart in any fundamental way from the ideology and power relations of conventional health education. Whilst the‘Health for All’(HFA) strategy potentially provides a useful framework for legitimizing a broader and more participatory approach to health promotion, there are signs of the strategy being misappropriated to support a conventional medical paradigm. The possibilities, contradictions and constraints of exploiting the HFA rhetoric to develop a radical alternative need to be explored.
