This article, using evidence from the air transport industry, extends the concept of managerial and supervisory custom and practice to management's industrial relations policies. It offers an understanding of management's role in industrial relations and the relationship between actions and rules.

The average turnover of shop stewards is a statistic with important implications for industrial relations. The Donovan Commission assumed a figure of 15 per cent in 1968 and the TUC one of 20 per cent in 1975. Recent evidence, reported in this research note, suggests that estimates are too low.
