AbstractThere are strong temptations to use research and development (R&D) consortia as barriers to trade and investment. The cases discussed here, the VLSI Project in Japan, Sematech in the United States, the Joint European Submicron Silicon Initiative (JESSI), the European Eureka EU95 program, the European Vision 1250 program, and NHK Engineering Services in Japan are all in the field of high technology electronics. Electronics has been made a priority for public research and development efforts because the governments of advanced industrial countries believe that competitiveness in high technology electronics is important for both national security and overall economic competitiveness. R&D consortia are used by governments and the European Community to pool the risks of the development of new technologies. Access to full membership in these R&D consortia in all three regions is limited, as a rule, to firms owned and headquartered in the region. Access to the technology created is limited in a variety of ways, the most important of which is the inability to work with the technologies themselves at an early stage, which is a major disadvantage in high technology industries. © 1993 John Wiley&Sons, Inc

AbstractEnactment of a free trade agreement between Mexico and the United States will probably increase trade between the two countries. Direct foreign investment and capital market transactions will play a critical role in financing the ever‐growing mutual economic interdependence of the two countries. The sustained growth of the Mexican economy is a critical factor in a successful long‐term trading relationship. To a certain extent, Mexico's economic health is dependent on U.S. investment in Mexico and in Mexican companies. This article examines certain investing and financing considerations regarding U.S. investment in Mexico. The intent of this study is to make individuals, on both sides of the border, aware of the financial environment in which they are operating. This, in turn, should enhance the opportunities for successful cross‐border business activities. © 1993 John Wiley&Son

AbstractThis study surveyed senior corporate financial executives to determine their views on Eastern European business opportunities. Responses cover a broad range of topics and provide new insight into their perceptions and experiences about key factors that influence investment decisions: expected profitability, risk, resources, and timing. An optimistic view emerged. This is noteworthy in light of the reputation of CFOs for caution, conservatism, and reticence. Their perception of a favorable return‐risk ratio may serve as further encouragement for those considering Eastern European ventures. © 1993 John Wiley&Sons, I

AbstractThe transformation from socialism to capitalism and from a socialist planned economy to a social market economy in the new Federal States of the Federal Republic of Germany confronts the affected people with a new life and working world. On the level of the enterprises, it is especially human resource management that is faced with integrating the different preceding experience, qualifications, and cultural values of their managers from the new Federal States into the company. In order to carry out this task adequately, human resource management needs an appropriate detailed analysis.
