Concrete and effective policies for the development of hardware and manpower infrastructures in information technology and telematics are urgently needed in the countries of Africa, so that these countries may benefit from the on‐going information phenomenon. A regional network for the maintenance and repair of microelectronics hardware should be set up in Africa. Centres of excellence in telematics should also be established. Regional and international cooperation is essential to achieve these goals.

Workshops given by UK academics for Sri Lankan university staff are described. Experience with them is the background for a discussion of the best means of introducing computer studies in the universities of a developing country. A case is made for a bootstrapping approach, allowing local staff to play the predominant role. The implications of this approach for the rate of progress are accepted, and the desirability of teaching computer science as an academic discipline within the university system of a developing country is argued.

From 1982 to 1984, Philip Veasey was Associate Professor in Business Science at the University of East Asia, Macau. In this article he gives an account of certain Information Technology courses which he taught at that time. They led him to the conclusion that the academic community must react quickly by incorporating new approaches to software development into the curriculum if opportunities are not to be lost of bringing real IT benefits to developing countries. This he considers to be particularly important for Business or other non‐specialist courses.

Arising from the Singapore Government's identification of Information Technology as a major element within its economic strategy, considerable emphasis has been placed on the vital need for Singapore to have a substantial body of competent computer professionals to support and implement this commitment to computerization. Through the National Computer Board, the Singapore Government has established an integrated programme of computer education within which the Centre for Computer Studies is a strategic component.
