Most developing countries (DCs) have yet to fully benefit from the many advances in the information technology (IT) field because of specific problems experienced by these countries. Examples include a lack of systems infrastructure and resources to invest in IT. Component‐Based Development (CBD) offers a number of benefits that the DCs can tap into, such as reducing development and maintenance costs and improving reuse across projects. CBD entail purchasing a number of off‐the‐shelf software components, each satisfying some part of the requirements of the system and integrating these components into the required system. This paper will discuss the findings of a survey conducted in a specific developing country (Zambia) to assess important factors that support the CBD process. The results suggests that, although CBD has great potential for DCs there are some social and technical factors that need to be addressed by organisations in DCs for this to be fully realised. For example, the results show that from the social point of view there is lack of management support for CBD and from the technical point of view that organisations were not familiar with the technology for integrating components.

This article examines global and indigenous knowledge sharing with a focus on electronic information exchange in Nepal's development sector. Drawing on lessons from experience based on two local examples, a framework is presented of a strategy for realising the potential of Information and Communications Technology (ICT) in countries where knowledge sharing and access is constrained in a variety of ways.

The main focus of this study is the status of e‐commerce usage in Malaysia, specifically five main business processes and activities, namely, marketing, advertising, customer support and service, order and delivery and payment. A total of twenty applications categorized under the five processes and activities were identified and analysed. From the twenty applications studied, communications via e‐mail was found to be the most widely used (70%). On the other hand, applications categorized under the payment category such as the smart card and prepaid card was used by only seven percent of the organisations. This demonstrated that Malaysian organisations were using e‐commerce applications. However the usage was limited. The results of the survey indicated that security issues seemed to be the main barrier to the implementation of e‐commerce. Organizations were reluctant to use e‐commerce as they felt that the transactions conducted electronically were open to hackers and viruses, which are beyond their control. They were also skeptical about the security measures that were implemented to safeguard on‐line payment transactions.

There are several different types of information systems issues and these might lead to a number of organisational issues. Despite this many organisations are unhappy with their investment in information systems as there are numerous examples of failed information systems.

摘要:
The Department of Informatics at the University of Pretoria in South Africa has been involved in a research project funded by the Foundation for Research and Development (FRD) since 1996. The main focus of this project is to establish computer‐supported co‐operative learning centres in various rural communities. The case study described in this paper discusses a part of this project that was undertaken during 1998. The paper outlines the computer literacy course where co‐operative learning and traditional learning methods were used. A discussion about co‐operative learning and traditional learning, with specific reference to the implementation of the two methods at SEIDET, is presented. An outline of the research results based on a questionnaire completed by the teachers who took part in the case study, is given. Although most of the teachers preferred the traditional and known method of teaching that was used for the MsExcel part of the course, they indicated that they have learnt more using the co‐operative learning method.

There have been several collaboration experiences on Information Technology in Latin America in the last two decades, but most are little known in general and also in the region. This paper presents some of them in an analytical framework. The analysis is done with two tools: a role table and the CA/CR framework. The role table helps to identify who plays the roles of sponsor, promoter, provider and receiver for the cooperation on a geographic scale. The CA/CR framework presents the actions and the results of collaboration using graphs. The analytical approach could be used by institutions doing collaborative activities in Information Technology. The presented cases include institutions with little or no financial support for carrying out cooperation. There is also a case in which the existence of an institution playing a promoter role could perhaps have allowed a valuable collaborative initiative to continue.

While Africa is confronted with the urgency to provide its citizens with the basic requirements of life such as peace, food, education, health, shelter, safe drinking water, etc., the rest of the world and the developed nations in particular are fast heading towards a globally networked information economy. This raises questions about what the information economy holds for Africa and specifically what opportunities, challenges and impacts it may have. This paper attempts to provide an overview of the current state of affairs of the information economy in Africa by implementing a generic conceptual framework that includes ICT hardware, software and services, informatization and e‐commerce. The paper also identifies the basic challenges that Africa faces in developing and benefiting from the information economy.
