摘要:
This paper describes a project designed to improve planning procedures, through the introduction of microcomputers into the Central Planning Division, Ministry of Finance, Government of Meridian. The first section places the logic of the computerization project within the context of a wider programme to upgrade skills and methodologies in Meridian, and the paper then discusses the background to the computerization proposal by way of explaining its aims and objectives.

摘要:
Countries throughout the world now have experience with national policy relating to computer use in education. However it remains difficult to synthesize this experience. Some method of conceptualization about pertinent features of national policies could help educational decision makers make more informed predictions about the likely consequences of similar decisions in their own countries. In this context a model is presented which attempts to support such a synthesis of international experience. The model describes four general categories of national policy with respect to computer use in education. The model is then used as a framework for discussing the likely implications of policy within each of the different categories relative to various aspects of computer use such as its objectives, hardware and software considerations, teacher training and support, research, and national capacity building.

There are many social economic and technical obstacles to the introduction of information technology [IT] in third world countries. These countries not only face barriers raised by their own circumstances but also those which impede any process of technical innovation; whatever the environment. The study described below investigated the extent to which six factors—funding, resistance to change, organizational policy, training, hardware/software availability and individual confidence—were restraining computerization.

摘要:
The paper addresses the need for a practical guide to the formulation of an operational strategy for Informatics development in less developed countries. Given the importance of Informatics, which cuts across and interacts with almost all strategic sectors of a nation's life, the inherent problems attending its development in less developed countries call for a self‐reliant approach albeit with the support of the international community. Some key issues involved are discussed and the paper concludes with an illustrative 20‐point checklist of actions which, it is suggested, may be adapted as appropriate to meet the particular needs of any country.
