摘要:
The literature on information and communication technologies (ICTs) is filled with rising optimism about the contribution of these technologies to economic and social development and their potential to transform developing countries into “modern” and knowledge‐based societies. However, as yet very little is known about the veracity of these claims, much less about the long‐term impact that ICTs may have on a country's social and cultural systems.

摘要:
In this paper we review theories on the economic significance of IT and telecommunications, and discuss the nature of the economic effects that should be expected from the diffusion of these technologies and increased emphasis on information activities. Economic and social theory both lead to the suggestion that the diffusion of IT and telecommunications, and intensification of information activities do not lead deterministically to economic growth. Rather, organisations are faced with pressures to work out changes in the ways they do business or deliver their services, and policymakers must plan for a macro‐economic environment that facilitates economic and social changes. A crucial question which emerges in this context is whether organisations in developing countries acquiring information and communication technologies (ICT) should also seek to transfer ‘best practice’ for doing business. In this paper we question the feasibility and desirability of such an approach, and suggest that developing countries should make efforts to develop organisational practices which are locally appropriate.

摘要:
Nowadays, the role of information technology in education is being continuously tested in countries all over the world, each with their unique learning environment and culture. In Turkey, the Computer Experimental School (CES) project is a dynamic example of the country's commitment to opening up educational opportunities to a wider population and accelerating the development of human capital to support the acquisition of a whole new set of twenty‐first century skills. There is not much evidence that learning is significantly enhanced by the use of computing systems. The Turkish example discussed in this paper shows how the use of technology must be grounded in curriculum goals, integrated with subject‐matter content, and how its introduction may unleash unexpected system‐changing forces.

摘要:
The development of investment alternatives for the Government of Indonesia's proposed scientific network forms the background to this case. The goal was to rationalize a structure for developing and sustaining a broad‐based network capable of serving scientists throughout the country, including very remote areas. It became clear that one approach could combine both technological as well as entrepreneurial elements, since the data communications linkages for serving scientists could also be available for private customers. The process of defining and costing out this approach was a textbook example of a bottom‐up analysis, beginning with customer needs and working toward structures to satisfy the needs. The World Bank and the Government of Indonesia are in the process of implementing several features of the recommended system. The proposed approach can ultimately pay for itself through private sector revenues for user services. While the context of the decision is telecommunications, the methodology is appropriate for many decision‐making situations. Samples of actual data and bottom‐line results are discussed.

摘要:
This paper analyzes the application of information and communication technologies (ICTs) in a major bureaucratic surveillance system ‐ of civil registration and personal identification cards ‐ in Thailand. It attempts to show how the new technologies have expanded the capacity of the state to control and have thereby affected the power relations between the state and society in a developing democracy like Thailand. The analysis draws upon the development of the Population Information Network (PIN) which was initiated by the Ministry of the Interior in the early 1980s and is still evolving into the new century with new technological trajectories.
