Canada has one of the world's most extensive fresh‐water and salt‐water shorelines. Management of this extensive coastal zone is the responsibility of a large number of federal and provincial agencies. This article introduces the special issue on Canada by outlining some of the principles of coastal zone management which have emerged, and by identifying key policy questions for the future—especially federal‐provincial cooperation.

Major challenges are ahead in managing the coastal zone of western Canada. Until now there has been no legislated focus through a coastal zone management act nor a policy for the management of coastal resources. Instead, policies and institutions have been evolving out of existing legislation responding to opportunities and needs as they have arisen. Management is predominantly a bargaining process the success of which depends on opportunities for informed participation by the affected interests. Considering the relatively small investments in management, bargaining appears to have worked rather well, but there are weaknesses. Fortunately, significant opportunities exist to improve performance at relatively low cost. In particular, there should be a shift from the past emphasis on inventorying, monitoring, and coordination, to the development of functional knowledge and sectoral planning that can be the basis for informed and representative bargaining.

Over 90 percent of British Columbia's annual log harvest enters into complex water‐based systems of transportation, storage, and handling. These systems have considerable impacts on a wide range of coastal resources and uses. A number of site‐specific conflicts have arisen between forestry and preexisting or emerging values including fisheries, mariculture, recreational boating, and harbor redevelopment. Specific data on the impacts leading to conflict are often fragmentary. However, concerns about highly valued and fragile areas‐particularly estuariesalong with industrial concerns regarding log losses and handling efficiency, have prompted changes in log handling. These include moves to dryland sorting, log bundling, and a redistribution of forestry activities in estuaries to accommodate other values. Conflict adjustments and responses have in the past been largely ad hoc and attempted in a jurisdictional vacuum concerning control of coastal management. A more inclusive strategy is now slowly emerging, which involves the coordinated participation of federal, provincial, and industrial interests.

The Lancaster Sound Regional Study serves as a pilot project for regional planning in the Arctic. Probably the most biologically productive area of all arctic regions, Lancaster Sound represents a unique Canadian heritage. And since it occupies the strategic eastern entrance to the Northwest Passage, the Sound has long been a summer shipping route. Now, proposals are under review that would permit year‐round shipping of oil and gas from the Beaufort Sea by means of ice‐breaking tankers. Also proposed are the exploration and development of possible hydrocarbon reservoirs within the Sound. Actual decisions for the area's use must respect the interests of the native Inuit who have lived there for centuries as well as the preservation of the environment. This paper describes the preliminary phase of the regional planning for the region: the preparation of a public discussion paper to elicit informed comment and opinion on future uses of the Sound. It is a first step toward recommending suitable management and use options for the region.

The first comprehensive attempt at development control along the Canadian Great Lakes shoreline was the 1976 lakeshore regulation policy adopted by the Regional Municipality of Haldimand‐Norfolk on the north Lake Erie shore. This innovative strategy was initiated at the municipal level as a component of the regional land‐use planning process. Determination of efficiency and effectiveness of the policy implementation process is based on analysis of permit approval files. All development applications submitted between 1976 and 1980 in the Turkey Point and Long Point Peninsulas are evaluated. Those areas, the most popular cottaging areas in the region, are most susceptible to flood and erosion hazards. Of the total applications submitted during the four‐year study period, 37 percent were in these areas. The policy was ineffective and inefficient in controlling development in the two peninsulas. Applications were approved in the majority of cases, despite regulatory prohibition of developments in hazard‐susceptible areas. There were lengthy decision‐making delays, often exceeding one year, and frequent violations of regulatory procedures. Recommendations are suggested to improve policy implementation.

The management of estuarine areas in Canada has received little attention; this is specifically the case along the Atlantic coast. This article reviews the importance of estuaries as resources and analyzes the land‐use pressures which can affect them. Specific emphasis is placed on the results of a recent study of estuaries in Atlantic Canada. The incidence of the closures of shellfish areas is used as a measure of the impact of land development on estuaries.

Offshore hydrocarbon exploration has been undertaken on Canada's Atlantic continental shelf since 1964. It is only recently, however, that the Hibernia find off the coast of Newfoundland has raised the possibility of the eventual production of oil. This article reviews the history of offshore exploration, comments on the locational significance of the Hibernia field, and analyzes the implications of the Newfoundland government's policies for affecting the location of onshore support facilities. A critique of these policies is placed within the context of coastal zone management and planning.
