The National Park Service with management responsibility for more than 2,000 miles of coast, much of which is highly dynamic morphologically and ecologically, is confronted with reassessment of management policy and strategy. A conceptual model of and the necessity for a management strategy based upon the natural episodic and progressive forces which change the coastal landscape is presented.

The present emphasis of coastal planning programs on environmental protection and economic development fails to give broader consideration to social equity and social values. Because of this inadequate consideration of social values, many policies developed for environmental protection or economic development of coastal resources may be socially regressive. The intent of this paper is to present a listing of social‐economic impacts that coastal zone decision‐makers should consider either in developing environmental or economic policies or when reviewing projects proposing to locate in the coastal zone. A checklist is developed to relate the socio‐economic impacts identified to information and methods necessary for inpact assessment.

This paper is written in response to a recent publication (Walker, 1973) which questions both the biological basis for wetlands preservation and the usefulnesss of scientific participation in the formulation of management policies. Our major points are that: (1) considerable evidence exists linking wetlands primary production to aquatic secondary production, (2) all available information suggests that large‐scale wetlands destruction results in lowered production of estuarine organisms of interest to man, (3) more than economics needs to be considered in attempts to analyze the procedures by which the wetlands controversy is to be resolved, and (4) uncertainty about the applicability of scientific findings to a particular problem situation does not destroy the usefulness of those findings in reaching a solution to a public controversy.

Coastal and marine information dissemination programs are discussed in terms of their importance and effectiveness in helping shape decisions affecting coastal zone resources. Information is defined as the communication of knowledge through useful and meaningful collections of data. Elements that contribute to the effectiveness of an information program include: (1) inputs from an accessible resource base, e.g., by direct contact with project leaders in various areas of research, (2) timeliness of data, (3) professionally trained communicators, (4) a variety of products tailored to meet specific needs of each target audience, (5) a distribution network capable of identifying appropriate audiences, and (6) a reliable and systematic feedback mechanism.

Public right to use of the wet beach or foreshore and the adjacent dry beach is subject to various legal concepts and litigation. The manner of acquisition of public rights, if any, is based on various doctrines in the several coastal states and this in turn affects the public right in eroding or accreting beach areas. Court decisions in Texas, Oregon, Florida, California, New Jersey, and New York are examined to reflect varying attitudes. Private property rights, including the right to protect from erosion and to benefit from accretion, are acknowledged but considered to be subservient to any right of the general public. Land use control in the coastal zone is considered the most important element of management to preserve both private and public rights in this very dynamic environment.

Recent attempts to involve the public more intimately in the planning for natural resource use suggests that additional understanding is necessary if public agencies are to build effective public participation programs. Inasmuch as a flow of information between the public and an agency is the basis of public participation, those factors determining the effectiveness of this flow should be of interest. This article seeks to identify some of these factors and comment on their significance.

This model statute sets out a mechanism for the management of the coastal zone by the coastal states. It provides a possible state response to the Coastal Zone Management Act of 1972. The authors recognize that most states presently have some form of management or legal control over their coastal zone, and the model statute has been written with the intention that all or parts of it could be adapted to the wide variety of state regulatory schemes with the aim of providing unitary management to the valuable resource of the coastal zone.
