摘要:
This article reviews the historical development of the category of national park known as “national seashore,”; and traces the evolution of basic planning and management policies that are applied to such areas. Also reviewed is the current sequential approach applied by the National Park Service in all its planning efforts, including a discussion of the impact of the National Environmental Policy Act on park planning. Several examples are provided to illustrate a variety of planning problems common to the sashore environment. Finally, comments are provided on the future promise of seashore and barrier island conservation and development, as well as the future role of other agencies and private organizations.

摘要:
The public presently owns, or has the right to use, a substantial portion of the nation's ocean beaches. However, the public cannot, in fact, use many of these beaches because there is no legal access to them. As the coast develops, more and more areas become closed to the public. The states are now being encouraged to plan for access to the beaches; there are a number of tools and techniques at their disposal.

摘要:
This article examines the progressive erosion of coastal living and recreating opportunities. It considers the possibility that such changes represent not a softening of concern over recreation and preservation by local decisionmakers, but a breakdown in the traditional system of checks and balances available in our allocative system. To this end, several methods for increasing the capability of local jurisdictions to render balanced land‐use decisions on the foreshore are examined, and suggestions are presented for increasing private opportunity for recreation and living on the coast, particularly over time.

摘要:
This article reviews the history of esthetics and its role in the development of outdoor recreation policy. Current research is also reviewed, demonstrating the broad scope and complexity of esthetics as a focus for research. Finally, in the absence of sufficient research for formulating coastal recreation planning and management decisions, the ethics of coastal recreation “development”; is considered.
