AbstractIn 1974, President Ford initiated a procedure by which the regulatory policies of federal agencies were subjected to systematic oversight. This activity continued with modest success through subsequent administrations. A substantial stiffening of oversight powers under President Reagan raises basic questions about the best means for performing effective oversight. Proposals for a so‐called regulatory budget, within which each agency would be obliged to operate, could expand the oversight authority; but it is too exclusively cost‐oriented. A more promising approach is to impose expiration dates on regulations, making them subject to renewal, and to reform the legislative mandates of the regulatory agenc

AbstractPolicy analysis has failed to guide gun control policy away from its current impasse because analysts have avoided facing several crucially important features of the current reality: the existence of some widely held values in the United States public that favor the possession of guns; the limitations on the ability of public agencies in the United States to enforce restraints on the possession of handguns; and the implications of the fact that so many guns are already in the hands of the public. These factors greatly reduce the possibility that effective measures will be introduced to reduce the existing supply of guns. Some effective measures of gun control may be possible nonetheless, mainly through the mobilization of large metropolitan police forces.

AbstractNepal's forests are common property; and because they are common property, they are abused. In this respect, they are like the many common resources around the world, including the public fisheries and grazing lands of the United States. All share similar problems that point to similar solutions. Increasing human populations are likely to increase the seriousness of the problems associated with the use of common property, especially for those types of common property that are geographically fixed. Underinvestment is probably a bigger problem than overconsumption for such stationary resources. Even when people do not overconsume a commonly owned resource, they often consume the wrong mix of products from such a resource. If political constraints prevent a government from shifting to a less destructive basis of ownership, mimicking the incentives that would exist if the common property were under the control of a single manager may help solve common‐property problem

AbstractThroughout the private sector it is commonplace for different buyers to pay different prices for products or services that appear identical in every respect. Many economists have concluded that such instances constitute an unmistakable signal of the presence of imperfections in the competitive process. Recent experience in the airline industry suggests, however, that much of the differential pricing we observe in the private sector is not discriminatory at all in the usual sense. In the airline industry and elsewhere, differential pricing may be interpreted as an efficient and fair response to the presence of important scale economies that traditional cost studies have failed to recognize. Traditional antitrust activities and even certain government programs to disseminate consumer information accordingly have the effect at times of reducing consumer welfare.

AbstractThe vote on Massachusetts' Proposition 2½—and by extension the votes to restrain or roll back taxes in other states as well—should not be interpreted simply as expressions of the narrowly defined self‐interest of the voters. This study shows that other characteristics such as sex, race, religion, occupation, educational background, and political orientation also have an important influence on voting behavior. These characteristics combine with self‐interest measures such as public sector employment and voters' likely gains from tax reduction to push individual voters in different directions on the issue of tax limitation.
