AbstractInvestigative bodies and other observers have attributed much of the blame for the 1985 MOVE catastrophe in Philadelphia to ineffective management by the city's previously successful mayor, W. Wilson Goode. Goode's behavior toward the disruptive extremist group followed two patterns, both paradoxical: protracted delay followed by excessive haste, and arms‐length action that contrasted sharply with his usual hands‐on management style. Drawing on the theory of decisionmaking developed by Irving Janis and Leon Mann, this paper suggests that both paradoxes resulted from unresolved decisional conflicts that impeded responsible and rational handling of the problem. AbstractThe Targeted Jobs Tax Credit (TJTC) is probably the most outstanding example of a generous entitlement program with a very low participation rate. Only about 10 percent of eligible youth hired are claimed as a tax credit by their employers. The causes of the low participation rates are analyzed by estimating a Poisson model of the number of TJTC‐eligibles hired and certified during 1980, 1981, and 1982. Information costs, both fixed and variable, are found to be key barriers to TJTC participation. The cost‐effectiveness of TJTC is low because of the stigma attached and the very high recruitment costs of hiring additional TJTC‐eligibles. AbstractEven though a citizen participation component is included in nearly every major local government planning and policy initiative, most citizen participation techniques have been judged to be less than adequate tools for informing policy makers about the people's will. Recently, having planners or policy analysts work closely with long‐standing citizen panels composed of a randomly selected sample of community members has been proposed as one appropriate response to many of the inadequacies of traditional techniques. In this article, staff from a municipal government policy analysis unit describe and critique a yearlong citizen panel project focused on developing a transportation master plan in a university community. They argue that panels can overcome many of the limitations to effective citizen participation. AbstractThe state of Arizona recently established a temporary, blue‐ribbon committee to evaluate the state's fiscal system and to recommend changes that would improve the system. The impetus for the committee was a series of budgetary difficulties in the 1980s that lawmakers hoped might be avoided in the future by implementing major structural changes suggested by a long‐run analysis of the state's economy and taxes and expenditures. AbstractMost state regulations do not adversely affect the availability of regulated day‐care services. However, regulations differ in their costliness, intrusiveness, and enforceability. Costly regulations may reduce the number of group day‐care centers, and intrusive regulations may reduce the number of family day‐care homes. Unenforceable regulations have no apparent effects. AbstractThe issue of standing in benefit cost analysis is not different from the issue of rights. Benefit cost analysis contributes to legal analysis and also rests upon legal analysis. Debates about standing issues can be reinterpreted as questions of the role of benefit cost analysis when rights are uncertain at the margin. This perspective illumines such questions as whether gains to the criminal count and what weight should be given to expert opinion, to irrational fears, and to gains or losses by foreigners.
