AbstractThis article describes the difficulties of reducing analysis of energy use to an application of economic theory. It shows how economic concepts of behavior direct attention selectively to some important determinants of consumer behavior and away from others; how available economic accounts of short‐term change in energy use, investment in energy efficiency, and the dynamics of investment limit understanding and narrow analysts' vision; how promising policy options are overlooked as a result; and how concepts and knowledge from the noneconomic behavioral sciences can compensate. Two strategies are discussed for improving analysis. Using economic theory to guide the improvement of existing models can help, conceptual blind spots will remain. A problem‐oriented approach drawing on concepts and methods from across the behavioral sciences can avoid the blind spots, but cannot be systematic. AbstractOver the past two decades states have significantly increased their use of competitive bidding to purchase health and social services from private agencies. Competitive contracting is thought to facilitate program administration, to reduce costs, and to increase the quality of delivered services. We evaluate these claims in light of Massachusetts' experience with competitive contracting for mental health care. We find that few of the expected benefits are achieved. In practice, supposedly competitive bidding systems often degenerate into administratively complicated negotiations between the state and private monopolies. This results in higher costs and lower quality of services. In light of this negative assessment, three strategies for reform are proposed and evaluate.

AbstractA Pentagon program to advance semiconductor technology offers some important empirical evidence for the national debate over industrial policy. While not an explicit attempt at promoting international competitiveness, the Very High Speed Integrated Circuit (VHSIC) program does contain a whole series of industrial policy‐like features, including joint government‐industry planning, widespread industry participation, and multifirm collaboration. These striking features cannot be attributed solely to VHSIC's affiliation with the military. Instead, the sources of the program's industrial policy characteristics are to be found in the nature of the technologies selected for development, the incorporation of private sector advice, the mitigation of threats to proprietary interests, avoidance of redistributional issues, and the utilization of industry competition and networks of communication‐all factors directly relevant to industrial policymaking gene

AbstractIncreasingly, U.S. policymakers have proposed development projects in areas of the world undergoing rapid, disruptive, and often violent challenges to existing political regimes. The U.S. government typically requires that these projects undergo an economic evaluation before they can be implemented. While benefit‐cost theory and practice have made substantial gains over the last 20 years, they are more easily and aptly applied to stable economic and political conditions. AbstractOutstanding studies in the past decade have illuminated the sources of ineffective implementation and thus have suggested what not to do. To learn more about what to do, we analyzed a broad range of cases of effective implementation of youth employment programs in eight cities. The goal was to build an impressionistic model of the conditions contributing to flective implementation. We found that executives in the successful programs often acted as “fixers,” repairing the implementation process and protecting and correcting their programs, especially through coalition building and constant intervention in administrative detail. Some executives created patterns of interest convergence among the relevant actors, using incentives to turn mild interests into active support. AbstractDuring the past 15 to 20 years a comprehensive services model, incorporating health, social, and educational components, has been the preferred mechanism for addressing the problems associated with adolescent pregnancy. This paper offers an assessment of the model based on a study of ten communities in four states. The widely recognized service needs of pregnant teenagers give the model a compelling logic, but we find inherent obstacles that seriously constrain its implementation. These constraints are exacerbated in an era of social welfare cutbacks. We conclude that short‐term local sewice programs, although better than no services at all, are unlikely to meet their objective

AbstractSince 1968 more than thirty‐five social policy experiments have been conducted in the United States. During this period through 1976 these experiments were generally long‐term, large‐scale tests of major new programs; thereafter, experiments became markedly more modest in scope. Although hundreds of millions of dollars were spent on the earlier programs, the experiments probably had only a negligible impact on policies. This result stemmed from a variety of factors: Social testing actually tends to exert a conservative influence on policymaking; and the time required to complete experiments and interpret results is often incompatible with the needs of policy makers. In addition, test results are often not effectively communicated to Congress, the administration and the public, and even when the results are conveyed, policy makers are frequently skeptical about the soundness of the methodologies employed.
