AbstractInterstate differences between federal expenditures and receipts are very large, generally favoring the southern and western states. The more slowly growing states of the northeast and midwest point to these imbalances as one source of their economic difficulties. The major source of disparity lies in revenue patterns, not in expenditure allocations. Reallocating federal expenditures on an equal per capita basis would reduce regional disparities in flows of federal funds by only about 25 percent. The principal regional beneficiary of equalized expenditures would be the midwest states of the Great Lakes region. However, contrary to the expectations of proponents of such redistribution, the southeastern states would also be major beneficiaries while the larger states of the mideast and New England would be hurt. Selective expenditure changes might be targeted more effectively to individual regions or states; but finding consistent, generally acceptable principles upon which to base such changes is a formidable problem.

AbstractCan the nation's social programs survive the push toward leaner appropriations, a greater use of the market, and a narrower definition of the needy? A program to provide housing assistance for the poor is proposed that fills all these requirements. Housing vouchers are found to be cheaper than other housing programs and more satisfactory for participants. Moreover, the political climate augers well for the new approach.

AbstractChanges in the federal program of Aid to Families with Dependent Children have been considered which would alter the program from one in which federal dollars match state and local contributions, to a program in which the federal contributions are fixed in the form of a block grant. A review of econometric evidence suggests that under a block grant scheme, the federal contribution must be substantially greater than under a matching grant if the program's beneficiaries are to receive the same level of benefits. If the federal government seeks to maintain benefits unchanged in real terms, the states' share of total welfare expenditures will decline.

AbstractNeedless to say, people who face risks that entail a high probability of death are willing to pay extraordinarily large sums to reduce the probability. Those that face low risks are typically unwilling to pay anything at all to reduce those risks. Accordingly, a public policy that would allocate funds to maximize the number of lives saved conflicts sharply with the willingness‐to‐pay criterion. Information about their survival probabilities always increases willingness of individuals to pay for life saving. Risk‐aversè individuals may reject insurance for the treatment of fatal diseases that is fairly priced, even if they plan to pay for the treatment if they get sick; this result has implications regarding the choice of treatment or prevention. AbstractLike doctors, lawyers, and architects before them, many new paraprofessionals occupations are rapidly being defined and regulated, raising the time‐worn questions regarding the virtues of free labor markets versus those of regulated labor markets. The trend to regulation is growing rapidly as the paraprofessionals increase in number. The new regulation may improve the quality of services that paraprofessionals provide. But the costs threaten to exceed the benefits. There are less costly ways to deal with the problems that have given rise to the demands for regulation.
