AbstractTo remedy the neglect of altruism in benefit assessments for risk regulation programs, this article reports the findings of a new survey of 785 consumers regarding their valuation of two pairs of risks from insecticide. The risk‐dollar tradeoffs revealed by consumers averaged $2,080 and $3,680 per injury pair prevented within the household; they were willing to pay $5.01 and $9.06 per 1000 injury pairs prevented in the rest of the state and $1.72 and $2.39 for each 1000 injury pairs avoided elsewhere in the United States. The summed altruistic values for other individuals exceeded the private valuations, which suggests that altruism may be an important benefit componen

AbstractThis article examines an area of cost‐benefit methodology which has come under increasing philosophical scrutiny in recent years: the appropriate treatment of individuals' preferences. We illustrate some of the difficulties involved in assessing preferences in the context of a concrete example: the evaluation of a rural water supply project in southern Haiti. Four problems in the application of cost‐benefit principles are discussed: (1) how to count the social value of private water taps connected to homes if they are preferred for prestige reasons, (2) how to assess husbands' preferences concerning the time savings by wives who previously carried water from more distant sources, (3) how to count preferences based on a respondent's desire to support general community welfare, and (4) how to evaluate a water project when people's preferences may change after the new water system is installed. AbstractGiven the impediments around them, can welfare recipients be required to work? Most analysts have answered no. They say the recipients are usually kept from employment by socioeconomic barriers, such as insufficient jobs, and the disincentives to work inherent in welfare. Studies of recent AFDC work programs make them look promising but do not directly address the potential for work enforcement. This article, a cross‐sectional study of state WIN programs in 1979, suggests that work requirements could raise work levels substantially despite the impediments. But requirements probably do not improve the quality of jobs recipients are able to get. Therefore, enforcement serves the goal of integration, but to achieve greater economic equality will require additional reform

AbstractRequired work and training, a major component of recent “welfare reform” proposals, is intended to increase the self‐sufficiency of welfare recipients and thereby produce savings for government treasuries as well as more income for the recipients themselves. This analysis focuses explicitly on the budgetary effects of such activities, estimating the cost savings and new revenues generated by welfare employment programs started in four states since 1981. It suggests that when a broad range of effects are taken into account over a sufficiently long period, the overall budgetary implications of the programs are usually positive at the federal, state, and local levels of government. AbstractThis article examines those provisions of the Job Training Partnership Act designed to introduce the presumed efficiency of marketlike forces and incentives into federal employment and training programs. First, the JTPA replaced the administrative system used in earlier training programs (which emphasized detailed federal control and monitoring of the programs at the local level) with a system that, in effect, set a price for a prescribed level of performance and reduced oversight of the training process. Second, the Act gave people in private business some control over programs at the local level. According to available data, JTPA program performance is no different in local areas with a strong private‐sector involvement than in areas where that involvement is weak and passive. The performance standards have had an effect, although the relationship between the standards and the goals of the JTPA is ambiguous at best. AbstractResearch on the underclass has been hampered by the absence of a clear definition of the term. In this article we develop an operational definition of the underclass that is consistent with the emphasis of most of the underclass literature on behavior rather than poverty. Using this definition, we anlyze data for all census tracts in the United States in 1980. According to our definition, about one percent of the U.S. population lived in “underclass areas” in 1980, and this group was overwhelmingly concentrated in urban areas. AbstractHow do we measure and rate the social welfare efforts of nations? Most people consider the U.S. and Japan welfare laggards when compared with European countries. This view derives from a widely used measure of “welfare effort”—direct government outlays for social programs as the percentage of a nation's gross domestic product (GDP). This article challenges several assumptions implicit in the conventional measure and suggests an alternative approach in assessing “welfare effort.” By incorporating indirect tax expenditures and controlling for the differences in tax burdens and social need for welfare spending among countries, the alternative measure (the NET index) not only broadens the conceptual boundaries of welfare effort, but also affords a more meaningful standard for comparative analysis. AbstractThe national 55 mile‐per‐hour speed limit was in effect from 1974 to 1987, and over the years many analysts have attempted to measure and compare its costs (enforcement and travel time) and benefits (safety and fuel economy). In 1984 a committee of the National Research Council completed a major study of the speed limit. The following article completes the committee's calculations; summarizes the results in units of money, lives, and travel time; and divides these effects between rural interstates and all other roads. Over a range of plausible dollar values for extra travel time, the cost of saving a life is estimated to be much higher on rural interstates than on other affected roads—and higher than the cost of saving a life by other highway safety measures as well.
