摘要:
AbstractBritish universities have always been the market leader in recruiting Hong Kong students to study overseas or to take part in learning programmes. As the transfer of Hong Kong's sovereignty to the People's Republic of China (PRC) in 1997 approaches, some changes in market demands and incoming competitors have complicated the external environment of the market for higher education in Hong Kong. A major impetus for the incoming rivalry of the PRC is the recognition of qualifications obtained in PRC by the Hong Kong Government and continuing economic growth which in turn creates a tremendous demand for professional and managerial personnel in PRC. With the current sophisticated marketing practices and quality services to potential customers, this article attempts to provide information that may help British universities to discover their competitive edge in capitalizing on the experience and strengths of their higher education tradition and system.

AbstractA large and multi‐site British University's experience over three years in developing and implementing an Accommodation/Estate Strategy is summarized. The issues which arise are the conflict between efficient utilization and flexible education, the absence of any useful sector space norms for an institution with more pan‐time than full‐time students, the uncertainty over projections of required types and amounts of learning environments in the next twenty years or more, academic disquiet over re‐locations, the effectiveness of central space allocation systems and the difficulty in designing a sensitive but productive space charging

AbstractDuring the mid 1980s the Australian Vice‐Chancellors’Committee functioned as an informal but influential interest group in the higher education policy arena. With the introduction of the government's reform program of 1987–88 the committee found itself placed in a weakened and ineffective position. Since that time it has fought back to become an impressive and powerful political lobby. 摘要:
AbstractThis paper considers the quality movement in English higher education through an examination of four quality techniques, those of Total Quality Management, assurance of systems, assessment and audit. A heuristic device is used to further understanding through examination of judgements concerning association of the four techniques with a range of purposes, criteria and methods of evaluation. An emphasis throughout is the connections between improvement and evaluation; teaching and learning are the focus of the discussion. Some of the conclusions are linked to possible ways forward for the next phase of assessment, including the need to reduce emphasis on external evaluation and measurement and facilitate the development of a culture more aligned to improvement.

摘要:
AbstractDuring the 1980s, a political consensus developed concerning the need to increase participation in higher education (Walker and Wright, 1990). How to finance this increase, however, was a matter of contention. While successive Conservative governments demonstrated a commitment to increasing the number of students, this aim was subordinate to their central concern of controlling public expenditure, which meant they were not prepared to meet the cost of expansion totally from the public purse. As a consequence, alternative ways of financing students were introduced which, as this paper will demonstrate, have led to a higher education system subsidized by student debt.
