AbstractFor some 15 years after the Robbins report, funding was not a major issue in higher education as the system expanded to meet both the wider intake encouraged by Robbins and the growth in school leavers which continued through to the early 1980s. Since the oil Crisis of 1974, government has been seeking reductions in expenditure, and the finding bodies have struggled to find arguments for retaining what they see as adequate funding. This has involved reappraisal of the basis of grant, so far without ambling at an approach which comes weight both with government and the institutions concerned. The historical sequence adopted in this account helps to explain hour we have got where we are and may indicate where we should go in future; certainly the current situation is muddled and unsatisfactory.

AbstractIt is argued that developments in institutional, departmental and individual performance assessment in the United Kingdom cannot be considered in isolation from pressures to change from bee, oligarchic and consensus models and administrative styles of management towards a shared commitment to a dominant and coherent entrepreneurial and market economy model culture with executive styles of management, which implies institutional and managerial performance being assessed in terms of economy, efficiency and effectiveness with increased emphasis on effectiveness.

AbstractHigher education in Australia is seen as having reached the conclusion of one phase of development characterized by a high degree of central planning and to be engineering a new phase in which it is argued that a radically different orientation is required. Recovery of at least shared responsibility by the states and the development of private initiatives should help to promote more creative management through diversification of funding sources and lines of accountability. Pressures for change follow demographic and social changes in the Australian population which are likely to favors increased participation in higher education for both personal and national economic purposes.

AbstractUniversity research in Australia has in the past been devoted primarily to basic curiosity‐initiated research based on the English model. Most senior academic staff have had advanced degrees from British universities and the ethos of pure research has permeated their work. In 1984 68 per cent of all higher education research and development was classified as basic research. The impetus for change in the early 1980s has come largely from federal government. In particular shrinking per student grants have forced universities to try to supplement their incomes from other sources.
