ABSTRACTThis paper addresses three questions raised by recent literature on the concept of ‘autonomy’. (I) Should the value of autonomy more properly be seen as a moral constraint or as a goal of action? (2) Is autonomy either possible or desirable, given the ways in which human beings are located within a situation and a community? (3) If autonomy is a desirable goal, is it a universal value or merely one appropriate to modern liberal‐democratic societies? Use is made of the distinction between ‘weak’ and ‘strong’ versions of the concept of ‘autonomy’, which helps to provide an answer to the first question. ABSTRACTAutonomy as a personal ideal presupposes a conception of the self who owns and rules in a life that exemplifies the ideal. Philosophical discussion of autonomy continues to be injuenced by the thesis that the governing core of the self resides in our capacities for disengaged rational reflection, even when the thesis is not explicitly avowed. This conception of autonomy is shown to be inadequate because it alienates us from what matters in our lives. An alternative conception of autonomy is presented that accords a substantial role to rejection and choice within an autonomous life without falling preq, to the charge of alienation. Some divergent implications of the two rival conceptions of autonomy for an understanding of liberal education are examined. Finally, the question of the value of autonomy from a social perspective is briefly discussed.

ABSTRACTContemporary educational policy is centrally concerned with local management of schooling; a practice apparently supported by and following easily from John Stuart Mill's views on liberty and representative government. This paper argues that contemporary practices of local management of schooling are conservative rather than empowering, and that Mill's actual proposals result in an unresolvable paradox in this area. It is then argued that if the State is conceptualised as a relatively autonomous body seeking to secure conditions conducive to accumulation of capital, and if ‘promoting the general welfare’ is formulated in a manner which would not lead inexorably to a free‐market capitalist State, then Mill's ideas can provide guidelines for a radical form of democratisation and devolution of power in relation to local management of scho

ABSTRACTVocationalism is distinguished from vocational education and distinctions are drawn between the various senses in which vocationalism or the pursuit of vocational ‘relevance’ can be understood.
