A model of household indoor temperature choice is developed and empirically implemented taking into account that indoor temperature exhibits satiety, that temperature is an output of home production, and that there is a natural endowment of outdoor temperature. The model is applied to home heating choices and the welfare effects of an insulation retrofit requirement.

This paper reports the results of economic experiments designed to determine the implications of a changed information flow to sellers in spatial markets. The experimental design used duopoly posted‐price markets. Apparently, price and firm profit levels increase as a result of instituting a price reporting system when consumers are fully informed. Data from 929 product tests inConsumer Reportsbetween January 1975 and November 1984 were used to estimate the potential payoffs to consumer search. A “best choice’ and a “worst choice’ were identified in each product test using three different selection methods. In methods 1 and 2, the worst choice was qualitatively inferior to the best choice. However, the method 1 worst choice was the most expensive lower‐quality option, while in method 2 it was the least expensive alternative. In method 3, both the best and worst choices were selected randomly without regard to quality rankings or price. When the worst choice in a product test was more costly than the corresponding best choice, the price difference (in percent) was computed to estimate the returns to search in 12 product classes. Concern with pesticide use is a major issue for consumers. The present paper examines changes over time in consumer attitudes toward pesticide use. The study also examines the relationship between socioeconomic factors and consumer concern with pesticide use. Findings suggest that consumers were more concerned with pesticide issues in 1984 than in 1965. Concern has increased in terms of the impact of pesticides on wildlife, on farmers, and on individual health. Concern about pesticides is widespread and is not centered in any particular population group.

Teachers in public schools have ready access to free consumer curriculum materials from a variety of sources, including, increasingly, the business community. Critics claim that materials from business sources are commercial in nature. The research reported in this paper evaluates the extent to which this criticism is justified. This paper uses available evidence to project the impacts of national mandatory deposit legislation for beverage containers. Container litter should decline by 70 percent with 70 percent of redeemed containers recycled. This comes at an estimated cost of over $3 billion annually. Due to these high costs, alternative approaches should be evaluated first, with a national bottle bill adopted only as a last resort and then only with broad public support. Along with the impacts of the law, its operational characteristics require more research attention. Several directions for policy analysis are identified.

Past practice in regulating telephone prices has encouraged telephone companies to incur excessive costs. The Federal Communications Commission has recently changed some of these practices. In this paper the consumer welfare implications of some of these changes are examined, primarily the institution of interstate subscriber line charges and changes in the procedures for allocating costs among jurisdictions. The conclusion is that these changes serve consumer interests.
