摘要:
Landsat investigations offered European researchers the opportunity to begin research and development programmes in remote sensing technology. During the seventies United States' satellites together with aircraft sensors provided the data necessary to improve methods. During the following decade Europe has launched, or prepared the launch of, a generation of advanced Eanh observation satellites and its scientific community has prepared the operational use of the corresponding technology.

摘要:
The European Space Agency (ESA) has made a significant contribution in the field of remote sensing from space, beginning in 1972 in the field of weather forecasting with the development of its preoperational meteorological satellites ‘Meteosat’. The launch on 6 March 1989 of the first operational Meteosai, which will be followed by the launch of two more satellites, will provide continuity of service until the mid 1990s. This will be followed by the second generation Meteosat which will be developed in partnership with EUMETSAT. Following The Hague Ministerial Council of November 1987, the Agency now has endorsement of a long term plan for Earth observation building upon the European Remote Sensing Satellite (ERS-1) programme: to be followed by a similar climate monitoring satellite which will lead in turn to the era of the Polar Platform.

摘要:
In order to evaluate the potential for remote sensing techniques as a support to sectorial policies, an exploratory research programme was initiated in 1973. The availability of second generation Earth observation satellites has permitted the implementation of pilot projects on selected applications. Large area demonstration projects are now in progress and advanced research activities are preparing for the use of future satellites.

摘要:
The national weather services of Europe expressed their confidence in the effectiveness of satellite remote sensing through the creation, in 1986, of a new inter-governmental organisation, EUMETSAT (the European Meteorological Satellite Organisation), to ensure a long term European activity in this field. The charter of EUMETSAT is to establish, maintain and exploit European systems of operational meteorological satellites. The organisation consists of a Council, which meets two or three times each year, and a secretariat to conduct the day-to-day business. The initial programme of EUMETSAT is the continuation of the Metcosat geostationary satellite system, but other programmes are at the planning stage.

摘要:
The European Association of Remote Sensing Laboratories (EARSeL) was founded in 1976 to foster cooperation between laboratories and institutions engaged in the development of methods of acquiring and analysing remote sensing data. From the initial six laboratories the Association now comprises more than 250 member laboratories, thus grouping moTe than 3000 scientists and technical personnel working in almost all fields of remote sensing of the Earth surface and its atmosphere. It is sponsored by the Commission of the European Economic Community, the European Space Agency and the Network of Scientific and Technical Co-operation of the Council of Europe.

摘要:
Après avoir mentionn´ les programmes d'observation des oc´ans et de I'atmosph`ere, les autcurs présentent les premi`res expérimentations francaises de télédétection des ressources terrestres dans le cadre des programmes américains (Landsat, Seasat, etc). L'accent est ensuite mis sur le programme SPOT (Systèeme Pour I'Observation de la Terre) concu entre 1972 et 1977, approuvé par le gouvernement francais en 1978 et dont le lancement du premier satellite SPOT 1 a eu lieu le 22 février 1986. Avec ses capteurs à haute résolution (10 ou 20 m) et ses possibilités de visée latérale, SPOT fournit des images dont I'utilisation opérationnelle se développe dans de nombreux domaines (cartographie, ressources renouvelables, etc).

Abstract. The purpose of the paper is to give a summary of the participation of European industry in the development of remote sensing from space. After having briefly mentioned the role of industry in system studies and in the exploitation of remote sensing systems, the paper reviews the major European remote sensing programmes and identifies the participating companies and their roles. The major participants are then regrouped by categories of activities: platforms, payloads and ground equipment.

Abstract. The paper summarises the major developments related to the acquisition, processing and dissemination of space remote sensing data in Europe. Ii shows how this technology has gradually evolved from an experimental/proof-of-concept stage to a widely accepted tool of resource management and environmental monitoring. This evolution came in parallel with a major European effort in the development of space remote sensing systems which today brings Europe to the forefront of this technology.
