The number of fire stations, and the area allocated to each station, that will minimize the sum of the relevant costs of the fire service and the cost of property damage due to fires is determined for a density of fires that is varying slowly with respect to location. A solution procedure is proposed when the cost of a fire is modelled as a nonlinear function of time. A closed-form solution for the area allocated to a fire station is given when the cost of a fire is a linear function of time. A numerical example is given to illustrate the method. The probability of a second fire alarm occurring while a fire is being fought is investigated.

This paper discusses the slow-convergence characteristics of the Frank-Wolfe algorithm in the solution of the traffic assignment problem in transportation networks. The principal modifications proposed to improve the rate of convergence of the original method are examined and a new modification to the Frank-Wolfe algorithm is presented. Convergence of the algorithm is proved and computational results are reported to demonstrate the validity of the proposed method.

The focus of this research was the development of a model to address the problem of reassigning summer construction workers to winter snow and ice removal teams in an efficient and cost-effective manner. The model is a multi-objective integer program that can generate the complete and precise trade-off curve between the objectives of minimizing total distance that the reassigned workforce must travel from their respective homes to one of many site locations, and minimizing the maximum distance that any one worker must travel. System constraints include demand requirements for workers at each site and the limited availability of state-owned vehicles that may be issued to workers assigned to remote sites. Details of the model structure and solution procedure are presented together with the results of an actual application.

Systems methodology considerations for project geotechnical engineering are discussed. Emphasis is on general systems and related geotechnical principles, issues and limitations. After an introduction, the paper outlines geotechnical programme management as a framework for defining, organizing and controlling the geotechnical engineering process. Then, following the logical order of elements in project geotechnical engineering, the paper discusses programme development, followed by site characterization and analysis, and design and implementation. The paper concludes with a discussion on additional general methodologies: uncertainty, updating, values, innovation and impediments. The objective is to provide a broad conceptual framework which can be used as needed to help guide realistic integration and implementation of the diverse and often convoluted efforts of project geotechnical engineering.

A brief review is presented of methods of analysis of dynamic systems, including direct integration methods and mode superposition techniques and concepts associated with these methods. The component element method is then employed to model the problem of masses moving over continuous structures. The time-varying relationships between the moving masses and the structures are expressed via component elements, e.g. springs, dampers, stops, etc., connecting the two. Central to the analysis is a change of basis whereby the generalized masses of the structure are uncoupled, and an explicit numerical scheme for direct integration of the equations of motion. The validity and accuracy of this approach are demonstrated by analyses of comparatively simple systems. Its generality and versatility are demonstrated by combining it with finite element techniques. By incorporating finite element methods, the analysis of very complex structures subjected to complex systems of live loads is possible.

The dynamic optimization of large interconnected sets of differential equations in state space form is considered within the context of some civil engineering applications. The theorems of duality for static problems are extended to the dynamic case to provide the basis for an iterative two-level computational algorithm based on price directive dual coordination. Computational results from a number of spatially and time decomposed applications are presented, including production and inventory planning, minumum energy operation of water supply networks, urban traffic transportation systems, and environmental pollution control. These computational schemes may be of more general interest to other areas of civil engineering optimization to which they have not yet been applied.
