Several years ago, the idea of this conference was suggested. In fact, as from September 1976, President Philippe Olmer informed the Study Committee on Engineering Training (CEFI) and the Grandes Ecoles Conference about it. From the start, these two organizations were very receptive to the idea and promised to give the European Society for Engineering Education (SEFI) all their support.

I am very pleased to have been invited to address you today, because this is a subject in which I am very interested and which is of great importance for the future economic development and growth of Europe as a whole. As a graduate engineer, I have some personal experience of the process which we are discussing today, but I must make it clear that I have no responsibility for education policies within the Commission's services, and therefore any comments that I make represent the personal view of an official whose prime concern is the stimulation of the rhythm of industrial innovation throughout the European Community. In choosing as the subject of this conference the education of the engineer in and for his society, I believe that you are showing a healthy concern to get things right in the future. So we first have to see what kind of society this will be.

The European Society for Engineering Education is holding its eighth annual Conference in Paris this year. Our capital is greatly honoured to welcome for a few days the qualified representatives of a great number of European countries. This is the first SEFI meeting in France since your very first Conference in 1973. It is fortunate that this Conference is being held in Paris and that it has been possible to organize it with the close collaboration of the Engineering Schools (Grandes Ecoles) and the active help of the Study Committee for Engineering-training.

In France, there are more than 150 engineering schools, training 11,000 engineers per year. If we add to these the schools of management of a comparable standard, we get the figure of 16,000 highly trained personnel per year.

Congratulations to SEFI on the choice of subject and on the quality of the 70 papers delivered. The title is both brave — as it implies self-criticism on the part of those who train engineers — and very up-to-date at a time when everybody — politicians, decision-makers, administrators, economists, scientists, as well as international institutions such as the World Bank — agrees upon the primordial importance of human resources and training.

Now that the present international Conference is about to end, I wish to express my heartiest congratulations to the European Society for Engineering Education for organizing their work so remarkably well. I also wish to express my thanks for having been invited to wind up your discussions. You made an excellent choice of theme when you decided to study an engineer's training in an economic and social context. How could one, in fact, remain indifferent to the profound scientific and technical changes that have, during these last decades, affected the whole world? How could one be insensitive to the prodigious technological evolution that will, to be sure, upset our way of life in the next few years? But also, how can we not realize that the transformations that have forged contemporary civilization are essentially due to the engineer's work, thanks to whom the fruits of scientific progress have been mastered to an extraordinary degree.
