It is a daunting honour to tread in the illustrious footsteps of those who have previously delivered this Oration. It is also a personal pleasure, because Sir Robert Garran was the gracious and tolerant chairman of the Canberra University College Council that gave me my first academic post. Impressive but totally unpretentious, Sir Robert was a man that I could look up to, literally as well as figuratively. In 1938, however, I was scarcely aware that Garran had been the first Commonwealth public servant, a permanent head for thirty‐one years and, as Attorney‐General John (later Sir John) Latham put it a few days after Garran retired in January 1932, “guide, philosopher and friend to every Federal Cabinet” during thos

The title of this address results in part from discontent with much of the literature of Public Administration and Public Policy. It is mild discontent, and I do not want unduly to depreciate our writings. But I stop reading many books and articles disappointed, at finding old or obvious ideas restated in new words; at seeing a useful idea refined by scholasticism into complex and empirically untestable propositions; feeling that I am being “got at”; worst of all, with a sense that the work casts only a fitful or elusive light on the important problems it claims to deal with. Schuyler Wallace said years ago when I was starting my academic career that administrative study had been mainly built on the basis of half‐truths and fictions,1and I believe this is still true. If I had remembered this phrase earlier, I might have called the paper “Half‐Truths and Fictions in Public Administration”. Subject to the rules of the competition, there will be a first prize of $300 and a second prize of $150. The Sir George Murray medal will also be awarded to the winner of the first prize.

The Victorian Liberal Premier, Richard Hamer, in adjourning the 1980 parliamentary session with the traditional “Christmas felicitations”, made special reference to the record number of sitting days and the longer daily average of sitting hours achieved. Labor Opposition Leader Frank Wilkes in turn drew attention to the total of 126 bills introduced during the spring session, of which 101 had been instigated by the government and 25 by private members. Such an arduous and concentrated parliamentary schedule has obvious policy implications, but also prompts a query about its administrative consequences. 摘要:
In a number of ways 1980 has proved to be a difficult year for the government in Western Australia. Returned comfortably for a third term of office in February the government has found itself both constrained by the need to curb public expenditure and subjected to a great deal of pressure and criticism over the administration of various Acts, agencies and issues. The subjects of these complaints have varied enormously but a consistent theme has been the government's lack of sensitivity towards its employees, its clientele, the spirit of the laws it administers and the democratic traditions it has inherited. If a single characteristic were needed to denote the style of politics in Western Australia in 1980 it would undoubtedly be that of confrontation.

As a consequence of the constitutional development which has occurred in the Northern Territory since 1976, a veritable administrative revolution has taken place. The devolution of State‐type functions from Commonwealth to local control and the legal establishment of a Northern Territory government on 1 July 1978 necessitated fundamental changes to the administrative structure. However, the pace and scale of change, so dramatic a feature of the period between 1977 and 1979, were much less pronounced in 1980 which was a year of relative stability. In political terms, the highlight of 1980 was the Legislative Assembly elections in June which resulted in the return of the Country‐Liberal Party government.
