摘要:
There are abundant observations of a revival of ethnic feelings among linguistic, territorial minorities in advanced, industrialized societies. Less is known about the nature and intrinsic qualities of this revival. An assessment of the implications of the renaissance of ethnicity requires an analysis both of changes in the nature of ethnicity and of basic organisatory principles in the modem society. The increasing importance of categorizations and labeling performed by the minorities themselves has important implications for policies concerning ethnic and linguistic minorities.

The article discusses central characteristics of the way in which western democracies formulate their public policy. This is done by presenting a preliminary typology of policy styles. An attempt is made to classify some European countries according to their dominant policy style as well as according to changes in this respect during the post‐industrial period. Overcrowding and unconventional participation are identified as two important factors behind this development. Virtually all social scientists, Marxists or non‐Marxists, agree that various aspects of advanced contemporary societies have become increasingly interdependent. Therefore it would seem that piecemeal definitions of issues and social problems are becoming more and more inadequate in dealing with the crucial systemic characteristics of our societies. Decision‐makers as well as the public need not only more information, butsystemicinformation based onstructuralrather thanpiecemealdefinitions of issues and social problems. This paper explores, firstly, how mainstream sociology and Marxism deal with the complexity and interdependency characteristics of mature capitalist societies. Secondly, it explores some normative conclusions about the type of political information and communication needed in mature capitalist societies, according to Marxist and mainstream sociological interpretations. Thirdly, it provides some empirical illustrations of how we can study piecemeal versus structural definitions of issues and problems in political communications and public opinion. Finally, some assertions about holistic versus piecemeal political communication and policy‐making are briefly confronted with Popper's views about the compatibility of piecemeal versus utopian or holistic social engineering with political demo

The result of the 1979 local elections in Norway showed that a strong Conservative wind was blowing over the country. The Conservative Party (Høyre) made an average progress of 8.5 per cent, compared with the previous local election results in 1975. The big loser was the Centre Party, which suffered a decrease of 2.8 per cent as an unweighted average. The governing party of Norway, the Labour Party, experienced only minor changes compared with the 1975 results, but compared with the last Storting election in 1977, the party's vote dropped from 42.2 to 36.1 per cent. Besides the Conservatives, gains were registered by the Liberal Party (Venstre) and the right‐wing Progress Party (Fremskrittspariet, formerly Anders Langes Parti). A local election in Norway has traditionally seen a good many local non‐partisan election lists. In this election, however, such lists won only 2.3 per cent of the vote, thus confirming a decline in their strength and a process of politicization that have been observed during all elections in the 1
