摘要:
This article compares the role of government in collective bargaining in five small West European countries. For the period until the second half of the 1970s, a distinction is made between countries in which government often interfered in wage bargaining, e. g. Denmark and The Netherlands, and countries in which government refrained from intervention, like Sweden. Belgium and, to a lesser degree, Norway. In all countries the tradition of (non)‐intervention had already started before the Second World War. The article reviews some explanatory variables: in Scandinavia centralization of labour relations is crucial, in the Low Countries the nature of politicalverzuiling. In Denmark, the public sector is currently undergoing modernization. New organizational structures, new forms of control and changed economic conditions are the challenges to public organizations in the 1980s. In this article the barriers to the implementation of modernization are discussed in relation to the higher‐educational system. The conclusion is that the most prominent barrier to the modernization process is the planning philosophy of general public‐sector policy and educational policy of the 1970s, and not institutional resistance. Two aspects of the relation between sexual difference and democracy are discussed: (i) the construction in classic contract theory of the ‘natural’ difference between the sexes as a relation of superiority and subordination; (ii) the peculiarities and paradoxes of women's standing as citizens as the ‘different’ sex. This is illustrated by the examples of motherhood ‐ women have been seen as having a distinctive political duty as mothers, but motherhood is also seen as the antithesis of citizenship ‐ by the difficulties surrounding women and consent, and by the questions raised by contemporary feminists about the meaning of (‘n

摘要:
The new political economy ‐ public choice ‐ has contributed considerably to a long‐awaited inter‐marriage between political science and economics. The economic approach to the interpretation of the public sector ‐ politics as well as administration ‐ has resulted in a number of interestingly relevant models. At the same time modelling political behaviour on the basis of the economic man perspective gives rise to puzzling difficulties creating much controversy. The article attempts to establish in principle the ethically neutral and scientifically objective nature of the public choice approach.
