Controllability theory for linear constant systems with sampled control is unified in a simple formulation of necessary, sufficient, and necessary and sufficient conditions using primarily Sylvester' s double sided inequality. Examples illustrate the results of a general development in which System eigenvalues are not necessarily Jordan linked, and demonstrate system controllability when the number of control steps is less than the degree of the minimal polynomial
