The development of tidal power is considered with respect to the benefits associated with a small plant designed to serve the local electrical demands of the nearby communities. This is in sharp contrast to previously proposed tidal projects that were planned for large scale installations. The disadvantages of tidal power production are discussed in terms of a pairedbasin system which could continuously supply electricity to a substantial amount of the local market. The Half-Moon Cove project is then reviewed as a method of natural resource development which incorporates regional concerns and which develops the concept of energy self-sufficiency.
