ABSTRACT:Using field data for a 6‐county region in Florida, this article argues that nonmetropolitan local governments have insufficient management and organizational capacities for effective growth management as mandated by the state of Florida Local officials and managers report that they are frequently most deficient in the very capacity areas most important to responding to the challenges of rapid growth, including: identifying and solving problems; organizational development; the ability to anticipate and influence change; public policy decision making; and various types of control systems.
