This paper describes the introduction of a goal planning system, over a period of 12 months, into four houses which were opened in response to the planned closure of a hospital for people with mental handicaps.The measures taken of goals set, goals achieved, and the stability of a key worker system, together with a description of the process of goal planning which includes staff training and support, enable the authors to describe the introduction of the scheme and to discuss pertinent issues.
