Deregulation as national policy may diminish equal opportunity efforts for women, racial minorities, and the disabled. Provisions for enforcing laws such as Title IX of the Education Amendments of 1972 may steadily decline. While external monitoring may weaken, educators may assume more responsibility for equal opportunity in their institutions and may press for self-regulation. Since educational institutions are systems, systemic solutions to problem areas must be found. Strategies must be developed to overcome employment barriers and to create an open system. Furthermore, the strength of equal opportunity efforts is related to the strength of the physical education profession.
