It is shown that the Roesser model (satisfying rank conditions (9)) can be de- composed into two equivalent one-dimensional systems having dynamics in different directions connected in a feedback system. For this class of Roesser models of two- dimensional systems, new necessary and sufficient conditions for local controllability and local observability are established.
